Help

As a Management and Program Analyst, you will:

  • Analyze and evaluate the effectiveness and efficiency of government programs and operations within a DOE Program Office, or a key segment of a broader program, providing technical advice and identifying analytical techniques to achieve mission goals and optimum management strategy.
  • Analyze alternatives to identify potential resolutions to problems and advise on resource distribution, staffing, and automation benefits to improve administrative support or program operations.
  • Evaluate and advise on the organization, methods, and procedures for administrative support systems.
  • Analyze management information requirements to develop or operate reporting systems, maintain and integrate programming data, and review policies and regulations to determine their impact on local operations, recommending reporting approaches to meet management needs.
  • Identify needs and develop recommendations to modify administrative policies and processes for program management and direction, and develop data for new organizational requirements.
  • Support the development of management and program evaluation plans, monitor administrative control systems to prevent waste or misappropriation, and analyze audit and investigative reports to recommend corrective actions.

Qualifications

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE REQUIREMENTS GS-11:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Experience performing analyses of programs or operations to assess their effectiveness and efficiency, identify problems, and propose solutions. This includes gathering and interpreting data, identifying trends, and presenting findings to inform management decisions.
  • Experience contributing to the development, modification, or implementation of administrative or programmatic policies, procedures, or reporting systems. This involves understanding operational needs, translating them into actionable plans, and evaluating their impact.
  • Experience formulating and communicating clear, data-driven advice and recommendations to managers or decision-makers on administrative or programmatic issues. This includes preparing reports, presentations, or other communications that influence operational improvements or strategic planning.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  • Experience applying analytical and evaluative methods to assess the effectiveness and efficiency of programs or projects, identifying significant factors, and developing actionable recommendations for management. This includes interpreting performance data, identifying trends, and proposing solutions to complex operational challenges.
  • Experience leading the development, modification, or implementation of management information systems, administrative reporting tools, or procedural guidelines. This involves interpreting policies and regulations, identifying data requirements, and ensuring systems meet organizational objectives and compliance standards.
  • Experience preparing and presenting comprehensive reports, briefings, or other communications to diverse audiences, including senior leadership and external partners. This involves clearly articulating complex analytical findings, justifying recommendations, and using persuasive communication to gain support for proposed changes or initiatives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11:

If substituting education for specialized experience you must submit proof of your qualifying education. Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. GS-12:

There are no specific education requirements or substitution of education for experience for this grade and position combination.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Management and Program Analyst positions in the 0343 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
