Help

As a Management and Program Analyst, you will:

  • Serves as an analyst and/or advisor to management on the evaluation of the effectiveness of a substantive program and its operations or a key segment of a broader major mission critical program within a DOE program office.
  • Develops, manages, and maintains assigned programming data/information systems.
  • Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
  • Consolidates data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability.
  • Interprets, reviews and analyzes broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance.
  • Provides technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy.

Qualifications

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Experience analyzing complex programs or projects, including evaluating their effectiveness, efficiency, and adherence to regulations or established policies, and developing data-driven recommendations for improvement. This includes performing in-depth data analytics, such as quantitative, statistical, and comparative analysis, to identify gaps, patterns, and trends.
  • Experience with the planning, execution, and monitoring of program budgets and financial resources, ensuring compliance with relevant financial policies and regulations, and making recommendations for fiscal optimization.
  • Experience preparing and delivering official reports, briefings, and other professional documents to convey complex analytical findings, policy recommendations, or program status updates to various audiences, including senior leadership. This involves structuring information logically and using precise language.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Management and Program Analyst positions in the 0343 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
