The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

Major Duties for this position include:

This position serves as the Trademark Services Program Manager. This is your next ideal career move if:

  • You have the ability to manage and direct program operations for multiple organizational functions or units, such as pre-examination, intent-to-use, post-registration, Madrid processing, or related support functions, to achieve production, timeliness/pendency, and quality goals.
  • You have experience leading staff, and contractor-supported work by setting priorities, overseeing workflow, resolving operational issues, and ensuring effective day-to-day operations.
  • You have the ability to oversee trademark-related processing and service activities across functional areas such as pre-examination, intent-to-use, post-registration, Madrid processing, and related records or public service functions.
  • You're responsible for ensuring the integrity, accuracy, and effectiveness of work products, systems, and public-facing information used to support program operations and mission requirements.
  • You have experience analyzing program performance and recommending or implementing improvements in policies, procedures, systems, service delivery, productivity, and quality.
  • You're responsible for representing the organization with internal and external stakeholders and providing guidance on operational, procedural, contractor, and program-related matters.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.   • Experience managing multiple program functions or operational units, such as pre-examination, intent-to-use, post registration, Madrid processing, or related support functions, to meet production, timeliness, and quality goals.
  • Experience leading staff and contractor-supported operations, including assigning priorities, monitoring workflow, resolving operational issues, and ensuring consistent application of policies and procedures to support effective program execution.
  • Experience analyzing program operations, workflow trends, or automated processes to recommend and implement improvements that enhance efficiency, accuracy, and service delivery.
  • Experience representing an organization in meetings with leadership, contractors, vendors, or external stakeholders to explain operational requirements, resolve issues, and support program improvements.
GS-15:

For this position, the next lower grade level is a GS-14
  • Experience directing a major program or operation, including functions such as pre-examination, intent-to-use,post-registration, Madrid processing, or related support functions, with responsibility for long-range planning,resource management, contractor oversight, and accountability for organizational results.
  • Experience addressing complex program or operational matters involving issues without clear precedent andmaking decisions that affect mission accomplishment and organizational effectiveness.
  • Experience applying quantitative analysis, project management, and performance assessment methods to evaluate workloads, forecast resource needs, improve operational efficiency, and guide implementation of significant process or systems changes.
  • Experience advising senior executives and coordinating with high-level internal and external stakeholders to negotiate solutions, justify recommendations, and influence adoption of significant program actions or policy changes.

This is a Non-Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "moderate" for GS-14 and "high risk" for GS-15.

Background Investigation - If selected for this position, you may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine your suitability for Federal employment and to authorize a background investigation.

Supervisory Probationary Period- If selected, you may be required to complete an initial one-year supervisory probationary period.
