Duties

Help

  • Oversees the Agency's entire suite of IT security program(s), which includes the development of security plans for both general support systems and major Agency applications.
  • Defines the scope and level of detail for Agency security plans and policies applicable to IT security programs.
  • Establishes vulnerability reporting criteria - ensuring the confidentiality, integrity, and availability of systems, networks, and data.
  • Coordinates with the Enterprise Shared Servicing CISO and responds to national cyber threats that may potentially impact the security of national Federal government information and information systems.
  • At the request of the DOL Office of the Inspector General and DOL senior executive management officials, conducts comprehensive security forensic exploration and analysis of employees' system usage and behavior as part of official investigations.
  • Provides reports and briefs findings to Agency management officials with respect to the inappropriate usage of DOL information or information systems, disclosure of sensitive information, or other personnel-related matters.
  • Actively supports the Department's required participation in the National Cyber Incident Response Plan (NCIRP), which entails national level exercises such as probing PII data breach from detection to post-incident to respond appropriately to external and internal threats.
  • Provides frontline support for all information security-related issues such as firewall configuration, managing SSL certificates, advising on security policy compliance, handling data confidentiality issues, monitoring continuous and emerging threats, and security compliance projects (e.g., FISMA).

Qualifications

In order to qualify, you must meet the Basic Requirements and the Specialized Experience to qualify for Information Technology Specialist, as described below.

The Basic Requirement specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.

SPECIALIZED EXPERIENCE:In addition to the basic requirements above, applicants for the GS-14 must meet the one year of specialized experience listed below.

For GS-14: To qualify at the GS-14 level, you must have at least 52 weeks of specialized experience at or equivalent to the GS-13 level or above, which is in or related to the work of the position to be filled, that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include all of the following:

  • Experience with evaluating long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities;
  • Experience implementing IT system security policy, mitigation guidance, technical analysis, and/or strategic plans to reduce system or network risk;
  • Experience leading security assessments and/or analysis to certify that operational IT systems and networks align to system security policies, protocols, and best practices; and
  • Experience engaging with internal and external stakeholders to identify IT system deficiencies security requirements, provide sound advice, and functional solutions on diverse informational security issues.
