This position is located in the Department of State, Executive Office for Management, Office of Language Services, Interpreting Division (M/EX/LS/I).  The Division traditionally handles the most difficult interpreting assignments in the federal government.  This position provides master-level simultaneous and consecutive interpreting between English and French in exceptionally high-level settings.

Duties

Help
  • Provides simultaneous and consecutive interpreting services between English and French in formal and informal settings in support of foreign affairs programs and diplomatic activities.
  • Provides interpreting services in diplomatic settings, serving as an interpreter for the President, the Vice President, the Secretary of State congressional leaders, cabinet members, and other U.S. Government officials.
  • Handles complex logistics to perform liaison and coordinating work with officers of the government and private organizations for various engagements such as conferences and negotiation sessions.
  • Plans the assignment of contract interpreters to various projects, executes attendant follow-up reviews and paperwork and assists with translating or reviewing of translations, depending on the needs of the Office.
  • Advises, interviews, tests, and may train interpreter-candidates. Interviews, tests, and may train interpreter-candidates. Advises and may train staff personnel.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. 

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in translating, interpreting, or other work requiring the use of English and the other language; or a combination of work (that required English and French) and training at the Defense Language Institute, Foreign Service Institute, or comparable training.

IN ADDITION, this position requires the following additional specialized experience:

  • Experience with simultaneous and consecutive interpreting at the conference level French into English and English into French at the senior executive level.
  • Experience with the contemporary politics, economy, international relations, and the other country or countries in which French is spoken.
  • Experience interpreting in meetings at the conference level on behalf of senior executives, including one-on-ones, bilateral meetings and press events.

THE FOLLOWING SELECTIVE FACTOR IS REQUIRED:

Must have experience in translation of French into English.

The following are examples of work in the required language that may have provided the required abilities: translator; interpreter; librarian or information specialist required to make abstracts, screen, index, and scan material; intelligence; writer or editor; international organizational work, such as the Peace Corps, World Bank, United Nations, business, or other organizations; or professor, teacher, or instructor work at the high school or college level that required use of the foreign language.

There is no substitute of education for specialized experience for the GS-14 position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100.  A resume review by subject matter experts (SMEs) will be conducted for the top qualified candidates based on the combined total score.  Resumes longer than 2 pages will be deemed ineligible and will not be considered further. Responses to questions that are not fully supported by your resume may result in a rating adjustment.  

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):

Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

  • Skill performing simultaneous and consecutive interpretation.
  • Skill at comparing English and French versions of treaties and international agreements and at drafting a memo. citing substantive and non-substantive difference between the two.
  • Knowledge of the French language, with particular attention to the written language.
  • Ability to serve as the office's authority in one or more language (two which must be French and English).
  • Knowledge of the contemporary politics, economy, international relations, and cultural live of the US and the other. country/ies in which French and English are spoken.
  • Skill at evaluating translation tests.
