This office is also responsible for managing and overseeing the Department's liaison with Members of Congress and other levels of government, and for internal and external communications activities.

The Office of Legislative & Intergovernmental Operations is responsible for developing and recommending legislative strategies in connection with the Department's policy and program initiatives and works closely with program officials to ensure that the Department's principals are aware of Members' interests and concerns. The office is also responsible for the hearings and coordination to ensure efficient and timely coordination and clearance of all testimony, transcripts, Questions for the Record, and inserts for the record (excluding appropriations related matters). In addition, the office provides responsive and timely research and analysis to Departmental officials on legislative and other general energy issues which could involve the public, Congress, state, local and Tribal officials.

The following are the duties of this position at the GS-11. Since you are being selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As a Legislative Affairs Specialist, you will:

  • Manage the full lifecycle of sensitive inquiries from congressional offices and external stakeholders.
  • Aid in preparing briefings on issues scheduled for hearings including analysis of positions taken by specific members and relevant non-congressional organizations.
  • Prepare clear, concise, and timely hearing reports that provides detailed information for review by senior officials.
  • Support in ascertaining the nature of expected hearings, probable lines of inquiry, applicable legislative considerations, and other factors that will assist program officials in providing responsive material and testimony.
  • Provide detailed legislative analysis by gathering, tracking, and analyzing comprehensive legislative information, including amendments, hearing schedules, and floor actions, which informs agency strategy and minimizes risks related to legislative changes.
  • Build and sustain effective working relationships with Congressional staff, ensuring open communication channels and facilitating the Department's ability to influence legislative outcomes.

College Graduate Eligibility -
An individual who has received a baccalaureate or graduate degree (including advanced, professional, or doctoral degree) within 2 years of submitting an application for employment under this authority. For these purposes, a baccalaureate or graduate degree must be obtained from an institution of higher education in accordance with section 101(a) of the Higher Education Act of 1965, as codified at 20 U.S.C. § 1001(a). The 2-year eligibility period begins on the date the degree is received/dated, not the date of the graduation ceremony.

Intervening Uniformed Service - College graduates who complete a qualifying degree while completing an intervening period of obligated service of at least 4 years in the uniformed services begin the 2-year eligibility period on the date of the individual's discharge or release from the uniformed service. Additionally, individuals in the Reserve Officers Training Corps (ROTC), who have a 4-year service obligation after graduation, are eligible to apply for a position under the authority within 2 years of completing the 4-year ROTC service obligation. The intervening period of uniformed service must prevent the individual from applying within the standard 2-year period for applying after completing their degree.

For the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position at the GS-7 includes:

  • Managing and preparing documents, information, and legislative packages to ensure accuracy and completeness.; AND
  • Coordinating and communicating with various groups (e.g., teams, organization, officials) to facilitate information flow and achieve common objectives on legislative matters.

OR YOU MAY QUALIFY FOR THE GS-7 BASED ON EDUCATION: 1 full year of graduate level education in Political Science, Government and Politics, Public Policy, Public Administration, Communications, Journalism, Law or Legal Studies, or similarly related major that provided the knowledge, skills, or abilities to perform the work of this position.

OR YOU MAY QUALIFY FOR THE GS-7 BASED ON SUPERIOR ACADEMIC ACHIEVEMENT: Bachelor's degree with superior academic achievement is defined as:(1) Class standing -- You must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses, (2) Grade-point average (G.P.A.) -- You must have 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or(3) Election to membership in a national scholastic honor society -- You are a member of one of the national scholastic honor societies recognized by the Association of College Honor Societies (https://www.achshonor.org/). The Bachelor degree must still show the knowledge, skills, and abilities to perform in this position.

OR YOU MAY QUALIFY FOR THE GS-7 BASED ON A COMBINATION OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.

For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position at the GS-9 includes:

  • Managing administrative processes or tracking systems for legislative correspondence and documents.; AND
  • Collaborating with others to gather information, coordinate tasks, or develop understanding for legislative matters.

OR YOU MAY QUALIFY FOR THE GS-9 BASED ON EDUCATION: Masters or equivalent graduate degree in Political Science, Government and Politics, Public Policy, Public Administration, Communications, Journalism, Law or Legal Studies, or similarly related major that provided the knowledge, skills, or abilities to perform the work of this position OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D.; if related.

OR YOU MAY QUALIFY FOR THE GS-9 BASED ON COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program.
