Duties

Help

Duties for this position include:

Serves as a technical resource on workforce development programs interpreting policy pertaining to a full range of issues.

Serves as a liaison between the Division of Strategic Investments (DSI) and internal and external stakeholders with a focus on supporting engagement and institutional capacity building efforts for key DSI industries.

Provides research and support for crosscutting projects aligned to industry work and other Office of Workforce Investment (OWI) or agency initiatives.

Develops technical assistance strategies to connect key industry stakeholders and investments through the amplification of sector strategies and partnerships.

Identifies grantees' individual and collective training and technical assistance needs and arranges for such training and technical assistance within the parameters of available resources.

Manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within grant portfolio.

Works with and supports Federal Project Officers (FPOs) in supporting grantees to deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.

Effectively utilizes electronic grant management systems in accordance with established guidelines and protocols.

Develops comprehensive knowledge of Employment and Training Administration (ETA) programs and applicable statutes, regulations, policies, and ETA standard operating procedures.

Interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements.

Analyzes grant-related data, policy and program issues, and applies problem-solving techniques to address issues.

Provide technical assistance to grantees on a full range of areas, including but not limited to grant compliance, subject matter areas related to the assigned grant portfolio, and performance reporting.

Works collaboratively with administrative, program, and performance offices that play a role in the administration of ETA grants.

Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders).

Facilitates and participates in regular meetings and work groups related to assigned industry(ies),as well as other cross-divisional priority topics.

Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders.

Supports, with supervision, the development of internal and external communication materials regarding Funding Opportunity Announcements (FOAs).

With supervision, drafts sections of FOAs; based on his/her subject matter expertise, reviews FOAs for editorial and policy content.

Qualifications

The Department of Labor defines Workforce Development as a combination of education and training services that prepare individuals for work and helps them improve their prospects in the labor market. These services may include job search assistance, career counseling, occupational skill training, classroom training, or on-the-job training.

For GS-12 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-11 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience includes ALL of the following:

1) Experience providing technical assistance to grantees on grant compliance and grant performance reporting as it relates to the Workforce Innovation and Opportunity Act (WIOA).

2) Analyzing, interpreting, or reporting on workforce data and/or labor market information related to federally funded workforce development grants or contracts to identify opportunities for improvement.

3) Experience using electronic/automated grant or data management systems to access, input, and run data.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
