Summary

The Equal Employment Manager position is located in the Veterans Integrated Service Network (VISN) 10 Office which provides direction and oversight to 11 VHA facilities and 84 outpatient clinics in the Network. The primary purpose of the Equal Employment Manager is to perform the Equal Employment Opportunity (EEO) and Alternative Dispute Resolution (ADR) manager for the VISN.

Major Duties:

  • Planning, developing, administering, managing, advising, and evaluating the EEO and ADR and Reasonable Accommodation programs at the VISN level
  • Collectively works with the VHA Workforce Management and Consulting Office's EEO/ Affirmative Employment Team
  • Interpret laws and regulations
  • Develop and implement policy and training programs to include but not limited to ADR; EEO Training for Managers and Supervisors; Reasonable Accommodation; No Fear Act; Anti-Harassment; and Management and Compliance with Title VI & IX of the Civil Rights Act of 1964
  • Assures the medical center complies with all existing VA policies and regulations, medical center policies and other relevant requirements
  • Serves as a consultant to medical center treatment teams and committees
  • Coordinates with Human Resources to incorporate recruitment needs in the Human Capital strategic plan
  • Participates in meetings, conference calls, and work groups conducted by the EEO/ Affirmative Employment Team
  • Participates in projects, work groups and/or subcommittees relevant to program areas as assigned by the Network Director
  • Participates in agency management audits or special EEO review/site visits
  • Develop initiatives for affirmative action at the VISN level
  • Serves as the principal liaison between the Office of Resolution Management, Central Office, and Regional Counsel regarding EEO complaints
  • Monitors VISN EEO compliance for action items identified from EEO Program Status Report, ECF Performance Plan, and VISN Workforce Development Council Strategic Plan.
  • Oversight and responsibility for the effective management of the following: EEOC Management Directive MD-71S EEO Program Status Report; EEOC Management Directive I00; Disabled Veterans Affirmative Action Program (DVAAP); Federal Equal Opportunity Recruitment Program (FEORP); and ADR (Mediation) Program.
  • Performs other related duties as assigned
Work Schedule: Monday through Friday, Tour of duty hours 8:00 a.m.-4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience:
Applicants must have at least one year specialized experience that provided the knowledge, skills, and abilities to perform as an Equal Employment Manager at the GS-13 level. To be creditable, the specialized experience must be equivalent to the next lower grade (GS-12) in Federal Service. Examples of qualifying specialized experience would include, but not be limited to:

  • Knowledge of Federal EEO laws, regulations, Executive Orders, policies and principles governing federal programs
  • Plan, organize, direct, staff, carry out and evaluate an equal employment opportunity program
  • Perform compliance and enforcement activities, administrative management, and technical consulting
  • Manage information security and confidentiality related to program oversight
  • Knowledge and experience of personnel management policies and procedures, including federal human capital management

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meeting, etc. as well as occasional visits to activity work sites. Occasional use of automobile or public transportation may be required for visits to facilities within the VISN, attending conferences, and meetings. No special physical demands are involved in performing this work.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
