Duties

Help

The incumbent serves as Division Chief of the Division of Workforce Management and Administrative Data. Duties include, but are not limited to, the following:

  • Ensuring that information technology initiatives are integrated with administrative processes and carried out per Bureau of Labor Statistics (BLS) standards and accepted practices, including standards for information security and privacy
  • Performing liaison activities with the DOL Office of Human Resources in a variety of Human Resources (HR) areas, which include hiring, labor and employee relations, performance management, SES/SL support, DOL awards policy, and other various HR initiatives
  • Articulating mission needs by collaborating with and providing input to the DOL Office of Human Resources on new HR initiatives and communicating the impact of HR services on the BLS mission to BLS leadership
  • Overseeing all aspects of the BLS Compensation Plan, which includes providing internal guidance and instructions to BLS managers, analyzing data for the plan from workforce analytics, collecting necessary performance and award information from the BLS programs, and compiling the final BLS Compensation Plan
  • Managing the operation of branch-specific processes associated with the Enter-On-Duty and Separations process, BLS-specific training, and training processing

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

Applicants must have 52 weeks of specialized experience equivalent in scope and responsibility to at least the next lower grade level (GS-14) in the federal service. This experience may have been obtained in the public or private sector. Specialized experience is defined as meeting at least 3 of the following:

  • Overseeing the operations and efficiency of a team by providing technical and/or administrative guidance
  • Conducting workforce management activities, such as tracking and reporting milestones and key actions, assessing workforce management data to draw logical, fact-based conclusions, developing sound recommendations, and communicating plans and outcomes to agency leadership
  • Overseeing the maintenance, enhancement, and development of applications, including ensuring information technology initiatives are integrated with existing processes and privacy and data standards are maintained
  • Working collaboratively across multiple divisions or program areas as a liaison, managing customer expectations, and advocating for agency priorities
  • Completing project management activities, including identification of user needs, process analysis, project scope setting, requirements analysis, testing, timeline setting and tracking, and user training

Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure (If applicable): This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
