Summary

This position is part of the Office of Cybersecurity, Energy Security, and Emergency Response's Energy Threat Analysis Center (ETAC). The ETAC partners with experts across DOE and the energy sector to identify, analyze, and mitigate cyber threats to critical infrastructure. As an IT Cybersecurity Specialist, you will provide cybersecurity guidance to DOE leadership and federal and sector stakeholders to strengthen energy security and resilience.

The Office of Cybersecurity, Energy Security and Emergency Response office works to enhance the security and resilience of U.S. critical energy infrastructure to all hazards, mitigate the impacts of disruptive events and risk to the sector overall through preparedness and innovation, and respond to and facilitate recovery from energy disruptions in collaboration with other Federal agencies, the private sector, and State, local, tribal, and territory governments. The ETAC's mission is to deliver actionable cyber threat analysis and insights that strengthen the collective security and resilience of the U.S. energy sector.

At the GS-14 level as an IT Cybersecurity Specialist (CYBERMGT), you will:

  • Provide expert independent technical advice, guidance, and recommendations on IT cybersecurity systems and operations to DOE senior leaders and other federal agencies.
  • Lead the development, implementation, and sustainment of long and short-term cybersecurity project plans, ensuring alignment with overall cybersecurity requirements and management processes.
  • Conduct reviews and analyses of cybersecurity hardware, software, communication systems, and networks, developing and applying standards and protocols for effective integration and implementation.
  • Interpret and implement IT cybersecurity regulations and standards, analyzing DOE information systems to maintain compliance with government and commercial cybersecurity standards.
  • Evaluate new and innovative approaches to solve complex cybersecurity problems, including assessing advancing technologies and their impact on DOE networks and systems.
  • Support the implementation and modification of cybersecurity systems, and manage the acquisition and allocation of resources to achieve mission goals and strategic objectives.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position has been designated as "Q" and requires a security clearance at the Critical Sensitive. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

Qualifications

BASIC REQUIREMENT:

Applicants must have IT-related education and experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:

  1. Participating or contributing to the planning, design, development, and implementation of cybersecurity requirements for IT systems and networks, ensuring adherence to established security frameworks and objectives.
  2. Managing individual cybersecurity projects or served as a key point of contact for internal or external collaborations related to cyber threat intelligence and incident response activities.
  3. Conducted in-depth reviews and assessments of IT systems to identify security vulnerabilities.
GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:
  1. Leading and coordinating the planning, design, development, and implementation of cybersecurity requirements for significant IT systems and networks.
  2. Managing cybersecurity projects or programs, or serving as a primary liaison for external collaborations on cyber threat intelligence and incident response.
  3. Conducting in-depth reviews and assessments of IT systems to ensure application of security principles and compliance with federal and industry cybersecurity regulations.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for IT Cybersecurity Specialist (CYBERMGT) positions in the 2210 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
