Serving as a Budget Analyst GS-0560-7/9/11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Information Officer Directorate under the Budget Division in the Formulation Branch.

The primary purpose of this position serves as a Budget Analyst, responsible for performing administrative and analytical duties in support of the bureau budget process. This position analyzes data, prepares various budget-related reports, and is responsible for fund certification/commitment for various offices.

Typical duties include:

  • Assisting in the formulation and execution of the FLETC budget through the collection, extraction and analysis of various financial reports, programs costs, workload statistics and other management and program information.
  • Preparing exhibits, charts, reports and narrative material in support of formal presentations of the budget to Department of Homeland Security, OMB, and Congress.
  • Researching and resolving FLETC Accounting and Budgeting Software (FABS) problems and discrepancies affecting budget execution and the FLETC's financial plan.
  • Assisting in the development of and revisions to procedures and guidelines for monitoring and reporting commitments, obligations and expenditures.

Specialized Experience: You qualify for the GS-07 grade level if you possess one of the following:

  • One year of specialized experience, equivalent to the GS-05 grade level in the Federal government, performing analytical and administrative duties as they relate to an organization's budget process. OR
  • A bachelor's degree with superior academic achievement, which is based on (1) class standing, (2) grade-point average, or (3) honor society membership:
    1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    2. Grade-point average (GPA) - Applicants must have a GPA of:
      • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
      • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum
    3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. OR
  • One full year of graduate level education OR
  • An equivalent combination of graduate education and experience that equates to one year of experience. (You must submit transcripts.)
Note: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience for Clerical and Administrative Support Positions and Technical and Medical Support Positions.

You qualify for the GS-09 grade level if you possess one of the following:
  • One year of specialized experience, equivalent to the GS-07 grade level in Federal service, performing a wide range of analytical and administrative duties in support of an organization's budget formulation and/ or execution of budget, OR
  • A master's or equivalent graduate degree OR two full years progressively higher-level graduate education leading to a such a degree or LL.B or J.D., if related, OR a combination of graduate education and experience that equates to one year of experience. Only graduate education beyond the first 18 semester hours may be considered at this grade level. (You must submit a copy of your transcripts.) OR
  • A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.

You qualify at the GS-11 grade level if you possess one of the following:
  • One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to assist in budget formulation and/or execution, including budget preparation, allocation, use and control of appropriated funds, budget distribution, execution, and studies and analyses; OR
  • A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR
  • A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Secret as a condition of placement in this 2N Non-Critical Sensitive position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Work Demands: Work is performed in a properly lighted, ventilated, and temperature-controlled office setting. Normal safety precautions must be observed.

Physical Demands: Work is primarily sedentary in nature but may involve limited physical requirements such as carrying light books and papers to and from various offices. The work may require some travel to facilitate accomplishment of budget formulation and/or execution.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
