The Supervisory Equal Employment Specialist provides comprehensive leadership and oversight across critical equal employment opportunity (EEO) functions and agency-wide strategic initiatives. The incumbent acts as a senior advisor to the Director of Civil Rights, coordinating policy implementation, aligning cross-functional operations, and supporting FAA-wide civil rights goals. They serve as the principal point of contact for high-priority civil rights matters, representing the ACR at internal and external meetings with agency executives and stakeholders, including DOT and EEOC leadership. The incumbent ensures smooth execution of administrative and programmatic initiatives, managing time-sensitive projects, synthesizing complex data and regulations, and preparing executive-level briefings and policy guidance.

The incumbent leads the Business Operations Team and serves as a recognized subject matter expert in civil rights and EEO programs, directives, complaint processing standards, and administrative and executive services. They oversee daily workload distribution, technical operations, and data integrity within the ACR Civil Rights Scheduler (CRS) databases. The incumbent directs program planning efforts, compliance evaluations, settlement monitoring, internal policy assessments, and training development. They apply expert judgment to resolve complex, cross¿organizational issues and ensure EEO operations remain aligned with FAA strategic priorities and resource requirements.

Managerial duties include planning; communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Operating with substantial independence, the incumbent evaluates programmatic outcomes, identifies risks, and ensures continuous improvement in EEO service delivery. Their responsibilities also include responding to requests for data analytics, preparing technical reports with visualizations, and managing communications regarding FAA¿s civil rights compliance posture. This position requires advanced leadership, policy acumen, and cross-organizational collaboration to effectively promote equity, accountability, and diversity within the agency.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion.

  • This is a temporary promotion NTE one year; however, position may become permanent without further competition.
  • Unless previously completed, the incumbent must satisfactorily complete a 1-year probationary period to remain in this supervisory or managerial position.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

-Experience leading Equal Employment Opportunity (EEO) Compliant Operations for compliance, which includes implementing the core EEO regulations, principles, programs, functions and procedures.

- Experience writing reports of data analysis and organizational assessments.
