DINAP is responsible for the oversight of employment and training grants to Tribes and Tribal organizations serving American Indians, Alaska Natives, and Native Hawaiians.

Duties

Help

The official title of this position is Supervisory Workforce Development Specialist.

Duties:

  • Serves as the principal point of contact with high-level officials, including Tribal governments, the White House, state agencies, other Federal agencies, and intergovernmental organizations regarding the Tribal program and initiatives assigned.
  • Works collaboratively with Tribal governments, Federal, state, and local workforce system partners, elected officials, employers, labor, to create a comprehensive and integrated workforce investment system.
  • Manages the Native American Employment and Training Council, a Federal Advisory Committee.
  • Promotes and sustains positive relationships with customers, stakeholders, and partners. Nurtures the interrelationship between ETA and Division programs/ systems with other Federal/State employment, training, and income maintenance programs.
  • Advises the Administrator, other ETA executive staff, and the Department on all matters within the scope of Division responsibility including strategic planning, policy, program operation, and performance accountability for the development and administration of a national workforce investment system.
  • Maintains managerial oversight over all Division operations and activities to ensure efficiency and effectiveness, staff coordination and mission accomplishment. Provides program direction to subordinate managers and supervisors in setting and accomplishing mission support goals.
  • Continually reviews the organization for efficiency of operation and the accomplishment of overall program objectives and goals. Identifies operating problems, conflicting priorities, program deficiencies, and functional areas where revisions may be necessary and directs development of studies or concept plans to provide the necessary information for a final decision. Periodically reviews projects, reports, group and individual performance for consistency with policies, compliance with procedures and regulations, technical adequacy, timeliness, and effective utilization of resources.
  • Works closely with the customers, stakeholders, and partners and ensures their concerns and input are represented and considered by the organization; incorporates customer feedback into goal setting and operational outcomes; ensures that all interested parties are kept informed about key activities and developments.
  • Must be knowledgeable in working with Tribal communities and Tribal governments and able to apply the tenets and principles specific to the section 166 program in the Workforce Innovation and Opportunity Act, including, but not limited to the Indian Self-Determination and Education Assistance Act and the Indian Consolidated Employment and Training Act. Must serve as a Subject Matter Expert in working with Tribes, Tribal organizations, and Alaska Native and Native Hawaiian entities.
  • Applies expertise working with Indian and Native American populations, and depending on the focus of the unit's program(s), may apply expertise in designing, delivering or overseeing other initiatives serving native youth, dislocated workers and long-term unemployed, low-income individuals, Native Americans, people with disabilities, and/or other populations.
  • Coordinates the accomplishment of major projects and has the responsibility for policies, plans and analysis that directly shape and improve program support operations. Performs continuous evaluation of programs in accomplishing overall program support objectives and goals.
  • Implements higher level policies and guidance, new initiatives and program changes. Interprets, adapts and implements guidance in program support situations. Ensures that new technical and managerial plans and programs are coordinated within the chain of
    command.
  • Exercises a full range of supervisory and human resource management authorities and responsibilities in directing work of subordinate staff. Assigns work to subordinates based on priorities and employee capabilities, evaluating performance, recommending training and development, and recognizing high-quality performance. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority; takes disciplinary action when necessary; interviews and selects applicants for vacancies.
  • Supervises and directs DINAP's Supervisory Workforce Development Specialists and ensures that the Department of Labor program policies are followed, and that the unit achieves basic objectives of assigned programs. Provides candid and timely feedback to associates on how their actions contribute to the achievement of organizational goals and objectives.

Qualifications

You must meet the Specialized Experience to qualify for Chief of Division of Indian and Native American Programs (DINAP), as described below.

To qualify for the GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-15 includes:

  • Experience with programs supporting American Indians, Alaska Natives, and Native Hawaiians;
  • Experience directing program funding and staff resources available to effectively carry out program mission and functions.
