The selectee will serve as an Operations Research Analyst in the Office of Strategy, Planning and Innovation, Enterprise Analytics Division. Typical work assignments include:

  • Leads and participates in a comprehensive range of quantitatively driven studies, including those addressing highly sensitive and critical issues directly impacting the mission of the United States Secret Service.
  • Works with others to manage projects and studies that require new analytical methods and processes beyond standard practices.
  • Analyzes operational activities to determine data and reporting needs, builds and maintains databases and applications, and creates tailored reports and dashboards to support decision-making and organizational improvement.
  • Oversees the design, planning, and implementation of surveys, using advanced methods to ensure accurate and reliable data collection.
  • Prepares and completes briefing materials, such as slides and presentations, using standard software and reporting tools.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.   • whether your continued employment would advance the efficiency of the Federal service.

As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the Excepted service. You will obtain competitive status after two years of service in this position [if applicable]. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. The DHS Office of General Counsel will enforce prohibitions on prohibited personnel practices and not the Office of Special Counsel.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below:

BASIC REQUIREMENTS:
A. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

You qualify for the GS-11 level (starting salary $85,447.00) if you possess one of the following:
One year of specialized experience equivalent to the GS-09 level performing duties such as:

  • Conducting statistical analyses and studies, interpreting data, and communicating findings and recommendations.
  • Collecting and analyzing quantitative data, interpreting results, and providing data-driven recommendations to support decision-making.
  • Using database and software skills to define data systems and reporting needs to support agency programs and operations.
  • Preparing correspondence, reports, and briefing materials for diverse audiences.

OR
  • Master's or equivalent graduate degree

OR
  • A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
