Help

  • Serves as HQ AFMC Affirmative Employment Program (AEP) and Disability Program strategic program manager. This role is responsible for the architecture and execution of AFMC's AEP and DPM functions. Establishes, evaluates, and directs the long-range strategic AEP and DPM goals, ensuring full alignment with DAF guidance, federal laws, and AFMC's mission.
  • Performs data analytic responsibilities. Functions in accordance with Equal Employment Opportunity Commission (EEOC) MD-715 Equal Employment Opportunity Program. Collects AEP data from a variety of sources to include, but not limited to, DCPDS and BLS. Analyzes, interprets, and provides summarizes on a variety of data and statistics for purpose of developing, conducting, or participating in studies and/or key leadership briefings or reporting requirements.
  • Participates in special initiatives, studies, projects and affirmative employment activities. Assists in development and oversight of affirmative employment plans, preparation of annual reports and conducting barrier analysis and/or EEO Advisory Committee meetings.
  • Provides administrative support. Prepares written correspondence, power point presentations, etc. Duties include, but are not limited to, preparation of items for newsletters, responses to Congressional Inquiries, reports of special studies, content for briefings, letters responding to inquiries from employees and other customers, and supplements to regulations and directives.
Ideal Candidate: The ideal candidate for the role of principal advisor for the Affirmative Employment Program (AEP) and Disability Program (DP) at Headquarters Air Force Materiel Command (HQ AFMC) will be a proactive, detail-oriented professional with a strong commitment to ensuring Equal Employment Opportunity (EEO) for all civilian personnel. This individual will be responsible for developing, managing, and enhancing comprehensive programs that promote an inclusive and barrier-free workplace. The candidate must possess a deep understanding of the reasonable accommodation process, providing expert guidance and solutions to accessibility challenges. In addition, they will lead annual, data-driven analyses to identify and eliminate employment barriers, ensuring a diverse, equitable, and accessible workforce. Unlike EEO complaints management, this position emphasizes proactive compliance, resolving architectural accessibility concerns, and preparing required federal reports. Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is to serve as an installation Equal Employment Specialist with the responsibility of developing and managing a comprehensive program supporting the execution of both the Affirmative Employment Program (AEP) and the Disability Program (DP). Serving as a trusted advisor to the AFMC Equal Employment Opportunity Director and AFMC senior leaders, ensuring AFMC maintains a fair, accessible, and supportive workplace that directly enhances mission readiness.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of a wide range of federal Equal Employment Opportunity concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses, and draw conclusions on complex legal issues, problems, and situations.
2. Knowledge of a wide range of concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve equal opportunity demographic problems and make technical recommendations for resolution.
3. Knowledge of in-depth legal research methods, information-gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
4. Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
5. Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives.
6. Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
