Summary

The International Joint Commission assists the governments of the United States and Canada in preventing and resolving water and environmental disputes under the 1909 Boundary Waters Treaty. IJC is an independent organization and not a part of the Executive Branch. The physical scientist for this position will aid in developing policy, providing advice for Commission Consideration, fulfilling complex and high level duties, pursuing the common good of both countries.

Duties

Help
  • Plan and manage water management projects, develop strategies, analyze data, oversee funding, and address transboundary challenges.
  • Prepare reports, analyze water resource data, and provide scientific interpretations and policy recommendations to senior officials.
  • Provide scientific and technical support to address transboundary water disputes, advise counterparts, manage contracts, and brief senior officials.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants MUST meet the required basic entry qualification requirements described below:

BASIC REQUIREMENT:

A. Have an undergraduate or higher level degree from an accredited college or university in physical science, engineering, or mathematics that INCLUDED 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Have education equivalent to one of the majors shown in "A" above that INCLUDED at least 24 semester hours in physical science and/or related engineering science, PLUS appropriate experience OR additional education.

IN ADDITION to meeting the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience managing transboundary water projects, including analyzing data, conducting studies, and recommending actions on water levels, flows, quality, and ecosystem health.
  • Experience advising on transboundary water disputes, preparing reports and briefings, managing contracts, and coordinating events with water resource experts.
  • Experience serving as a technical expert, liaising with stakeholders, and supporting leadership with policy recommendations, briefings, and dispute resolution.

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100.  A resume review by subject matter experts (SMEs) will be conducted for the top qualified candidates based on the combined total score.  Resumes longer than 2 pages will be deemed ineligible and will not be considered further. Responses to questions that are not fully supported by your resume may result in a rating adjustment.  

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):  

Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. 

Your score from the external assessment Non-supervisory will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

Top applicants may be referred to the hiring manager for further consideration. The assessment is a measure of the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: 

  • Knowledge of transboundary water quality and water management issues.
  • Skill in identifying complex problems and reviewing related information.
  • Ability to negotiate with management to accept and implement recommendations.

This announcement used the set percentage of highest-ranked eligibles. All candidates tied at the cut score will be referred. Cut-off score based on assessment method under 5 CFR §332.402 to refer candidates to the selecting official for further consideration and possible interview.
