As a SUPERVISORY COURSE & INSTRUCTIONAL MANAGER at the GS-0301-14 some of your typical work assignments may include:

  • The Division Chief, Nuclear Enterprise Division, Defense Nuclear Weapons School (DNWS), responsible for the planning, direction, and execution of all Nuclear Enterprise education and training programs across in-residence and Mobile Training Team (MTT) learning platforms. Oversees course managers and Branch Chiefs delivering instruction on nuclear policy, weapons design and effects, stockpile stewardship, nuclear materials production, nuclear surety, and medical and radiological impacts.
  • Acts as liaison to national-level agencies and senior Department of Defense and Agency officials, establishing and maintaining strategic relationships with the Department of Energy/National Nuclear Security Administration, national laboratories, Combatant Commands, Military Services, and academic institutions. Represents DTRA at professional forums, conferences, and symposia, and coordinates joint DoD/DOE training initiatives.
  • Provides executive oversight of curriculum development and instructional quality, establishing long-range plans, goals, and objectives; directing the development and revision of comprehensive education materials; and ensuring instructional rigor through instructor mentorship, course critiques, and assessment development to validate student comprehension.
  • Serves as the senior Subject Matter Expert (SME) on the U.S. Nuclear Enterprise, advising leadership on nuclear deterrence, nuclear surety, weapons policy, stockpile lifecycle management, historical testing, and emerging issues involving allies and adversaries. Arranges and leads in-house symposia and specialized forums to advance enterprise-wide understanding.
  • Monitors, evaluates, and improves division operations, identifying workflow inefficiencies, systemic issues, and capability gaps across courses and divisions. Initiates reports and provides recommendations to the Department Chief, Operations Division Chief, and Mission Support Officer regarding manpower, resource allocation, and corrective actions.
  • Exercises supervisory authority over division personnel, including planning and assigning work, establishing performance standards, evaluating employee performance, recommending promotions and awards, identifying training and developmental needs, and ensuring compliance with Equal Employment Opportunity and Affirmative Action policies.
  • Maintains complete responsibility and authority to independently plan, coordinate, and execute the major tasks of the division, ensuring fairness, accountability, fiscal stewardship, and continuous improvement while developing the next generation of Nuclear Enterprise leaders.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector:

  • Managed Defense Nuclear Weapons School course management operations by identifying recurring issues, assessing their impact, and recommending solutions to improve operations, workflow, and systemic problems
  • Utilized a deep understanding of weapons effects, nuclear weapons design, nuclear materials production, and the radiological and medical effects of nuclear weapons
  • Applied extensive knowledge of the U.S. Nuclear Enterprise and Nuclear Surety, including the U.S. nuclear weapons stockpile and its life cycle management
  • Managed all phases of personnel and performance management, including work planning, assignment, and evaluation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
