This position is being filled under DoD Modified Direct Hire Authority, PL 118-31, Sec 1250B(i)(2), 12/22/2023. Position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

As a INFORMATION TECHNOLOGY SPECIALIST (DATAMGT/PLCYPLN) at the GG-2210-15 some of your typical work assignments may include:

  • Aiding and supporting associated strategic plans, and related initiatives in order to ensure compliant and balanced data management solutions across the Joint Staff.
  • Developing and ensuring support agreements conform to Federal and DoD policies, guidelines, and best practices.
  • Determining overall direction, acquisition strategies execution, and funding projections for the oversight and monitoring of JS capability in support of emerging data centric operations through all phases of competition, crisis, and conflict.
  • Interacting with a multitude of organizations, both within the government and Industry, at the most senior executive levels.
  • Responsible for data aggregation, synchronization, and synthesis for programs of record and data analytic, and Artificial Intelligence platforms, effectively identifying requirement(s) and acquisition approaches for data management in support of the JS, the Chairman of the Joint Chiefs of Staff (CJCS), and Combatant Commands.
  • Serving as data management expert utilizing performance measurement tools, techniques, and management controls in the establishment of data, information and decision advantage required by the Secretary of Defense and the CJCS. Develops and interprets executive level data management program related metrics for the evaluation of technical project effectiveness and efficiency. Revises program planning and related activities to incorporate new and emerging changes to policies, practices, and processes.

Qualifications

You may qualify at the GG -15 if you fulfilt the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

  • Mastery knowledge to identify gaps in the Data Analytics and Artificial Intelligence realm and make recommendations for closing the gaps across multiple IT and specific cyber programs as they relate to the security and stability of the global information and communications infrastructure;
  • Demonstrated ability to lead multidisciplinary teams in planning, coordinating, and managing enterprise-wide data programs to align people, processes, and technologies in support of large-scale organizational missions, supporting the warfighter and enhancing operational effectiveness;
  • Serves as data management expert utilizing performance measurement tools, techniques, and management controls in the establishment of data, information and decision advantage required by the Secretary of Defense and the Chairman of the Joint Chief of Staff (CJCS), and Combatant Commands;
  • Provides oversight of policy compliance with relevant Federal and Department of Defense (DOD) statutory, regulatory, and policy directives across the organization;
  • Demonstrated ability to lead multidisciplinary teams in planning, coordinating, and managing enterprise-wide data programs to align people, processes, and technologies in support of large-scale organizational missions, supporting the warfighter and enhancing operational effectiveness;
  • Develops and interprets executive-level data management programs, associated metrics, and emerging technology initiatives for evaluation of technical project effectiveness and efficiency

Mission Statement: This position is located within the Joint Staff, Office of the Chief Digital and Artificial Intelligence Officer (OCDAO), under the authority of the Vice Chairman of the Joint Chiefs of Staff (VCJCS). The Joint Staff OCDAO serves as the principal advisor to the Chairman of the Joint Chiefs of Staff (CJCS) and the VCJCS on matters related to data, analytics, and artificial intelligence (DAAI).The Joint Staff OCDAO is responsible for accelerating the Joint Staff's digital transformation while balancing risk, aligning strategic processes, and advancing Joint Force design, modernization, and development.
