The United States Space Force (USSF) at Los Angeles AFB, CA is searching for an Equal Employment Manager to support Space Base Delta 3 (NH-0260-03, GS-12/13 Equivalent).

Description:
Space Base Delta 3 is seeking a visionary Director of Equal Opportunity (NH-0260-03, equivalent to the GS-12 through GS-13 grade levels) to serve as the principal advisor to the SBD 3 Commander and senior leadership. In this role, you will be the architect of an inclusive organizational climate at the heart of the Space Force's acquisition and innovation hub.

As the EO Director, your mission areas will include:
- Principal EO Advisor: You are the direct advisor to the SBD 3 Commander on all statutory mandates (EEOC, NDAA, DoD). You will develop proactive relationships with the Staff Judge Advocate, Civilian Personnel Section, and Sexual Assault Response Coordinator to ensure a workplace free from harassment.
- Climate Intelligence: You will lead the Defense Equal Opportunity Climate Survey program. By analyzing trends and conducting focus groups, you provide leadership with the actionable data required to optimize unit readiness and morale within the Space Force.
- Conflict Resolution (ADR): As the Installation Alternative Dispute Resolution Manager, you will lead the charge in workplace dispute resolution. You will advise leadership on ADR techniques, monitor settlement compliance, and ensure a collaborative environment across the delta.
- Elite Team Leadership: You will lead and mentor a team of EO professionals, setting the standard for excellence and ensure the EO office is a model of professional efficiency and high-quality production.

Key Skills and Abilities:
1. Knowledge of DoD, Air Force, MAJCOM/FLDCOM, federal law, executive orders, and local directives pertaining to EO programs.
2. Knowledge and general understanding of Air Force organizational and federal personnel structure and functions.
3. Knowledge and practical understanding of organizational and human relations behavior.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to gather facts and use non-judgmental and effective analytical and evaluation methods to accurately assess information and make sound decisions.
6. Knowledge of DoD, Air Force, MAJCOM/FLDCOM, federal law, executive orders, and local directives pertaining to EO programs.
7. Ability to plan, organize, and direct the functions and staff of an organization.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS/incentive funding is authorized.
  • This position may be delegated the authority to accept and dismiss complaints
  • Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training and maintain certification through annual refresher training.
  • Subject to Temporary Duty Assignment (TDY): 15 days a year.
  • Incumbent must attend and successfully complete the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Program (EOAP)
  • Incumbent is required to maintain confidentiality of civilian EEO complaint information, case files, interviews, etc., that pertain to the EO office.
