The official title is Labor Investigator. This position serves as a Labor Investigator (Non-LEO). The incumbent oversees the OLMS civil enforcement program nationwide.

Pay to be set based on the locality pay area of the Duty Location. Final duty station will be determined upon selection.

Duties:

  • Advises the Chief of the Division of Enforcement concerning the formulation and development of agency-wide civil enforcement policies and strategies under the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) and related laws, particularly with regards to union officer elections and union trusteeships.
  • Serves as liaison with the Office of the Solicitor (SOL) in analyzing investigative results and working towards case resolution. Represents OLMS in case meetings with SOL.
  • Serves as the agency's point of contact with field office staff concerning field office suggestions and problems related to civil investigations and enforcement actions.
  • Reviews and analyzes investigative reports in designated civil cases types, particularly union officer election and union trusteeship cases, and develops recommendations for Division Chief and other high-level OLMS officials concerning case disposition, including litigation.
  • Drafts case memos, evaluations, and other case documentation as needed for assigned civil investigations.

Qualifications

You must meet the Specialized Experience to qualify for Labor Investigator (Non-LEO), as described below.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

For the GS-14 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Qualifying specialized experience for the GS-14 level includes at least three (3) of the following:

  • Leads, plans and conducts civil investigations and enforcement activities related to labor unions;
  • Directs, supervises, and/or assists with rerun elections;
  • Interprets complex labor union laws and regulations, researches issues and elicits specific information; and/or
  • Recommends and/or develops enforcement strategies and programs related to labor unions.

Education

There is no education in lieu of specialized experience at the GS-14 grade level.
