The IT Program Management and Governance Division is responsible for overseeing IT investments, development, improvements, and maintenance. As an IT Program Manager, you will be responsible for:
Providing customer support for use by higher level technical program managers to ensure effectiveness in making decisions and determining appropriate contract vehicles and IT product offerings and services.
Assisting in reviewing business systems and data requirements, assess policy needs, providing input on recommendations for the development of related policies to govern IT activities throughout the portfolio.
Managing multiple IT systems projects to improve efficiencies, achieve desired quality, mitigate risks, and creatively leverage existing resources to achieve desired business goals.
Performing needs analysis to define opportunities for new/improved business process solutions and consults with senior IT personnel and/or management to identify specific requirements.
Conducting feasibility studies and developing business cases for application of IT solutions and developing cost estimates for new/modified systems.
Analyzing data about customers, competitors, industry, technological advances, government regulations, and economic trends and to make recommendations.
Comparing, contrasting, and evaluating internal and external sources of information to stay up to date on new and emerging technology and its business implications.

Qualifications

The GS-11 salary range starts at $75,788 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

Experience must also demonstrate the ability to apply analytical methods to assess program effectiveness and recommend process or system improvements.

B. Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. related to the position. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above

Knowledge of the mission, business, and technical requirements of customer organizations (including their operating systems, protocols, and equipment) and customer support principles, concepts, and methods to provide technical guidance and problem resolution on varied IT issues.
Ability to perform work sufficient enough to ensure work is correct, complete, and meets customers’ needs. Sufficient problem-solving skills to determine relevancy and accuracy of information when evaluating alternatives and making recommendations.
Ability to track and manage a variety of data and IT projects from project initiation to completion. Ability to multi-task in handling several projects simultaneously.
Skill in critical thinking, conflict management, problem-solving and accountability and ability to manage challenges on a daily basis, by building coalitions and communicating effectively to deliver effective results.
Knowledge of data sources, data flow, and system interactions sufficient to evaluate capabilities and make recommendations for changes in practices and methods where appropriate.
