Duties

Help

As a Human Resources Spec (Class/Recruitment), you will be responsible for the following duties (If selected at the GS-07 or GS-09 level, duties will be performed in a developmental capacity):

  • Perform position classification work, applying OPM/DOD standards, preparing or reviewing position descriptions, and advising managers on organizational structure and classification requirements.
  • Provide staffing and recruitment support, including developing recruitment strategies, advising on hiring actions, and assisting with short- and long-range staffing plans.
  • Evaluate and maintain HR programs, assessing effectiveness, recommending improvements, and supporting redesign or modification of HR processes to meet agency objectives.
  • Support reorganizations and workforce changes, advising on realignments, consolidations, and employee impact, and ensuring classification and staffing compliance during organizational changes.
  • Develop and update HR policies and guidance, contributing to agency-wide procedures and program standards to support consistent HR operations.
  • Participate in special projects and interdisciplinary teams, conducting research on HR laws and regulations, performing program reviews, and supporting agency-wide HR initiatives.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Qualifications

To qualify for a Human Resources Spec (Class/Recruitment), your resume and supporting documentation must support:

A. Creditable specialized experience includes:

GS-07
- Knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
- Conducting basic fact-finding to gather information about a position's duties and responsibilities.
- Providing basic guidance to managers on routine HR procedures and participating in HR project teams.

GS-09
- Reviewing requests for new positions or changes to existing ones to ensure they align with organizational goals, efficiency, regulatory compliance.
- Assists in recommending targeted recruitment sources, identifying appropriate hiring authorities, and establishing clear timelines for the hiring process.
- Evaluating HR program effectiveness and recommend improvements to processes or procedures.

GS-11
- Independently evaluating and certifying complex position descriptions using delegated classification authority.
- Developing comprehensive recruitment strategies, forecast staffing needs, and advise leadership on workforce planning.
- Advises on the use of hiring flexibilities and special programs to address critical skill gaps and future mission requirements.
- Conduct HR program evaluations and redesign processes to improve efficiency and meet agency objectives.

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. o For GS-07: You must have 52 weeks of Federal service at or equivalent to GS-05.
o For GS-09 You must have 52 Weeks of Federal service at or equivalent to GS-07.
o For GS-11: You must have 52 weeks of Federal service at or equivalent to GS-09.
Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.

B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:
- GS-07: One full year of graduate level education or a Bachelors Degree and superior academic achievement. Superior Academic Achievement (SAA) is based on one of the following: (1) class standing (upper third standing in graduating class); (2) grade-point average (2.95 overall or over the last two years of bachelor's degree -or- 3.45 in your major field or over the last two years in your major); or (3) election to membership in a national scholastic honor society.
- GS-09: Successfully completed a master's degree or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree.
- GS-11: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.
C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-07, GS-09, and GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-07, GS-09, and GS-11.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. Documents must be in English or include an English translation. The hiring employer for this position does not evaluate degrees from foreign colleges or universities.
