As a Program Analyst at the GS-0343-13 some of your typical work assignments may include:

  • Providing financial management, program analysis, administrative guidance, and assistance to ensure sound and timely development of ongoing and proposed programs.
  • Assisting in the budget formulation and justification process within the office.
  • Ensuring the preparation of complete and well written Military Interdepartmental Purchase Requests (MIPRs) and Purchase Requests (PRs) for the initiation and/or continuation of research programs.
  • Functioning as the focal point and Contracting Officer's Representative (COR) for office support contracts.
  • Working as an analyst in conducting continuing analyses of one or more functional or program areas of office or DARPA acquisitions for the purpose of providing DARPA management, other federal agencies, contractors and congressional offices with financial and DARPA program information.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service (experience may have been gained in the military or private sector):

  • Reviewing and tracking budget materials such as Program Objective Memorandum (POM) issue papers and Research and Development Description Summaries (RDDS) to ensure office programs are adequately justified to the Director.
  • Preparation of complete and well written Military Interdepartmental Purchase Requests (MIPRs) and Purchase Requests (PRs) for the initiation and/or continuation of research programs.
  • Performing Budget formulation and justification process as it relates to the generation of Research and Development Description Summaries (RDDS) and the Congressional justification process.
  • Preparing briefings, presentations, and other high-level documents in support of technical programs, special projects and studies.
  • Verifying that contractors have performed the technical and management requirements in accordance with the contract terms, conditions and specifications.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.

Defense Advanced Research Projects Agency

The Defense Advanced Research Projects Agency (DARPA) is a separately organized agency within the Department of Defense (DoD) under a Director, appointed by the Secretary of Defense. The Agency engages in advanced basic and applied research and development projects essential to DoD, and conducts prototype projects that embody technology that may be incorporated into joint programs, programs in support of deployed US forces, or selected Military Department programs. In this regard, the Agency arranges for, manages and directs the performance of work connected with assigned advanced projects by the Military Departments, other government agencies, individuals, private business entities, and educational or research institutions, as appropriate; recommends through the Under Secretary of Defense for Research and Engineering (USD(R&E)) to the Secretary of Defense assignment of advanced projects to the agency; keeps the USD(R&E), the Office of the Joint Chiefs of Staff (OJCS), the Military Departments, and other DoD agencies informed on significant new developments and technological advances within assigned projects; and other such functions as the Secretary of Defense or USD(R&E) may assign.
