Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for prepares and coordinates LOAs, Amendments and Modifications to interpret the correct spirit and intent of the guidance and properly apply it to each unique case and country requirement through analysis of formal guidance and being able to apply the logic to multiple documents, reports and supporting documentation presented with each LOA package.

Duties

As a FOREIGN MILITARY SALES ANALYST at the GS-0301-7/9/11/12 some of your typical work assignments may include:

  • Supports Foreign Military Sales (FMS) system or United States Government (USG) transfers, and sales or leases of defense articles and services to foreign countries and international organizations relating to all DoD and U.S. Military services.
  • Analyzes various Defense Security Assistance Management System (DSAMS) reports, codes, and regulatory guidance to ensure surcharges and accessorial charges are properly applied to each case line in order to determine applicability and assessment of required surcharges and accessorial charges for each line of the case document and ensures the appropriate Military Articles and Services List (MASL) is cited for each line on the case document as directed by Security Assistance Management Manual
  • Periodically reviews proposed changes to plans, data systems, and operations to determine if SA procedures or operations are compatible with the DoD and Service (Army, Navy, Air Force) policy and procedures or must be modified to accomplish changes.

Qualifications

You may qualify at the GS-07 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service:

  • Analyzing various requirements for development, implementation and execution of FMS system sales
  • Preparing Letter of Offer/Acceptance, Amendments and Modifications
  • Experience providing detailed analysis, oral and written communication, and quality assurance reviews of similar products
OR

B. I possess a bachelor's degree AND I meet Superior Academic Achievement (SAA) which is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). C. I possess at least one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position being filled.

You may qualify at the GS-09 Grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
  • Providing professional level assistance in writing standard letters, technical reports, or standard operating procedures related to program, financial and/or logistics management; and tracking contracts or agreements using an automated system
OR

B. I possess Master or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related. (Note: You must attach a copy of your official transcripts.)

OR

C. I possess Master or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related. (Note: You must attach a copy of your official transcripts.)

You may qualify at the GS-11 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
  • Utilizing databases to track programs, contracts, interagency agreements and/or Foreign Military Sales cases (i.e., Defense Security Assistance Management System)
  • Analyzing and providing statistics and report to senior analysts for inter-service/interagency coordination approval
  • Analyzing various requirements for implementation and execution within program, financial or logistics management
OR

B. I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.

OR

C. I possess a combination of education and experience as listed in I and J above

You may qualify at the GS-12 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Performing quality assurance reviews of Foreign Military Sales (FMS) cases
  • Analyzing various requirements for implementation and execution of FMS system sales and preparing all Letter of Offer/Acceptance, Amendments and Modifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
