This position is located in the Office of Grants Management (OGM), at the National Endowment for the Arts (NEA). Incumbent reports to the Supervisory Grants Management Specialist (Deputy Director) of OGM, and assists in the processing and administration of NEA awards, including providing guidance and technical assistance to Agency staff and award recipients.

Duties

Help

In this position, you will serve as Grants Management Specialist. Typical work assignments include:

  • Providing technical assistance to award recipients, explaining federal rules and regulations, as well NEA policies and grants management processes.
  • Assisting extends to advising award recipients experiencing technical challenges with the NEA grants management system and other federal IT systems such as login.gov and SAM.gov.
  • Conducting initial reviews of payment requests, amendment requests, and personnel updates.
  • Assisting with the preparation of a variety of spreadsheets, presentations, and reports for the OGM. These may include work in Microsoft Excel, Microsoft PowerPoint, Microsoft Word, Adobe Acrobat, and other standard office software programs.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements as noted below.
In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered.

You qualify for the GS-09 grade level if you meet the following requirements:
MINIMUM QUALIFICATION:
To qualify for this GS-1109-09 Grants Management Specialist: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Assisting customers or stakeholders by responding to inquiries and applying established policies, procedures, or guidelines to provide accurate information;
  • Supporting the use of a grants management system, database, or other information system by providing basic guidance, troubleshooting, or user support; and
  • Performing administrative or program support tasks using office software (e.g., Excel, Word, databases) to organize, track, or present information.
OR substitute qualifying education for experience with one of the following

You must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D, if related. (You must provide proof before the job announcement closing date)
OR
You must possess a combination of Specialized Experience and Education: Only graduate level education beyond the first year may be used to qualify at the GS-09 level. To compute your combined percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify for this grade. (You must provide proof before the job announcement closing date)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.
