The incumbent oversees, manages, and supervises the full range of federal assistance services provided for program offices served by OGM.

Duties

Help

For Series (1109) - Grade (GS-14):

  • Supervises federal assistance activities within the framework of policies and procedures outlined in relevant procurement and federal assistance regulations at the Federal, Department, and agency levels. This requires extensive knowledge and implementation of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; Final Rule (2 CFR Part 200), and DOL's adoption at 2 CFR 2900 (collectively referred to as the Uniform Guidance).
  • Assists the Office of the Solicitor (SOL) attorneys in the preparation for participation in and testifying at Administrative Law Judge (ALJ) and Board of Contract Appeals (BCA) hearings in support of grant audit and/or closeout determinations/decisions.
  • Directs ETA audit resolution functions; ensures that initial and final determinations are consistent with applicable, and at time conflicting statutes and regulations, rulings of ALJs, Federal court decisions and are completed within prescribed time frames.
  • Serves as a Grant Officer with signatory authority for grant activities associated with all ETA programs involving Office of Inspector General (OIG) Audits, as well as Single Audit Resolutions, monitoring report resolutions and serves as a back-up for grant closeouts.
  • Meets with contractors/grantees to resolve financial and administrative closeouts of contracts and grants; initiates settlement decisions based on facts, issues and circumstances.
  • Serves as a first-level supervisor and accomplishes work through subordinate staff. Performs the full range of supervisory responsibilities, to include the following: plans and directs work of subordinates, sets and adjusts priorities and establishes deadlines for completion of work; assigns work to subordinates based on knowledge and skill levels, priorities, difficulty and other requirements of assignments; develops and/or assists in the development of performance standards and evaluating subordinate performance; provides instruction, advice or counsel to subordinates on both work related and administrative issues; hears and resolves complaints from employees; issues minor disciplinary actions, including oral and written warnings and reprimands, and recommending action to superiors in more serious cases; and identifies training needs of employees, providing or arranging for necessary developmental opportunities.
  • Provides training and orientation for the grantee community, as needed. Explains and interprets grant concepts and policies to leadership. Provides training and expertise in area of responsibilities.
  • Prepares comparative analyses of the audit/contract/grant documents, pertinent regulations (program and administrative), statutes, and program financial records, preparing an initial F&D allowing or disallowing the expenditure of ETA funds; sends decision/determination to the contractor/grantee.
  • Approves and issues highly technical and complex administrative hearing files to the BCA and the ALJ for any cases under appeal involving staff assignments for use by SOL to support DRC findings; issues litigation reports for SOL to submit to BCA and ALJ to serve as documentary evidence.

Qualifications

You must meet the Specialized Experience to qualify for Supervisory Grant Officer of Audit Resolution, as described below.

For GS-14: Applicants must have 1 year (52 weeks) of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience must demonstrate significant involvement in ALL of the following activities:

  • Serving as a lead/subject matter expert in implementing and managing grants/cooperative agreements for specific programs; and
  • Performing grant administration tasks for programs using grants/cooperative agreements; and
  • Performing audit resolution activities for programs using grants/cooperative agreements.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
