This position is located with the Bureau of Indian Affairs, OJS, Internal Affairs Division in Bismarck, North Dakota. IAD investigates all allegations of criminal and non-criminal misconduct against Indian County law enforcement, detention officers, and non-commissioned BIA Officers and tribal personnel employed by tribal governments that receive federal funding to operate law enforcement initiatives, criminal investigations, and detention programs.

Duties

Help

As Supervisory Criminal Investigator (Internal Affairs), GS-1811, your typical work assignments may include, but not limited to:

  • Serves as an Assistant to the Chief, Internal Affairs and is responsible for the review and investigation of all complaints against Law Enforcement officers.
  • Provides advice and makes recommendations to the Chief of Internal Affairs on various matters regarding the operation and management of the BIA's Internal Affairs program.
  • Supervises criminal investigators by structuring and assigning work based on priorities and deadlines; keeping subordinates informed on issues and decisions affecting them; scheduling and granting leave; appraising performance and issuing corrective actions; issuing of awards; hearing and resolving complaints and identifying and providing training needs.
  • Provides training, instruction, and /or guidance to internal and external law enforcement personnel for the purpose of outlining policies and procedures on internal affairs related subjects.
  • Develops and implements an effective integrity and ethics training program for all trainees of the Indian Police Academy, and other law enforcement programs.
  • Assists in the development of budget estimates, determines future budget requirements and prepares justifications for departmental purchases. Reviews, advises and monitors departmental and budgetary goals.
  • Develops and maintains effective communication with other Federal, local, state and Tribal law enforcement agencies, in coordinating cross-jurisdictional or cooperative agreements, and/or develop information related to misconduct by law enforcement and corrections personnel.
  • Testifies in Federal, tribal, and state courts on criminal matters arising out of internal affairs investigations and at disciplinary/adverse personnel action hearings.

  • A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.
  • If you are a male applicant born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
  • Incumbent is required to operate a government motor vehicle, must possess a valid driver's license, and have a safe driving record within the 4 year period immediately preceding submittal of GSA Form 3607.
  • Selectees must pass a pre-employment medical examination and may be subject to post-employment medical examinations to determine if they are maintaining the fitness standards for this position.
  • Drug Testing. This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ).

GS-13 GRADE LEVEL:

  • Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: 1) conducting criminal or administrative investigations to determine criminal violations or employee misconduct; 2) acting as a lead or conducting program or project reviews; 3) conducting or providing instruction and/or training to law enforcement personnel; 4) acting as a liaison with other law personnel and/or agencies; and 5) testifying in a Federal, State, local and/or tribal courts or hearings on criminal investigations and/or internal affairs investigations.

FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence.

NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position.

All qualification requirements must be met by the closing date of this announcement.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
