Duties

Help

This position is located in OTSP, Division of Enterprise Web Systems (DEWS). DEWS operates, maintains, designs, and develops BLS internet data dissemination facility (LABSTAT), internet data collection facility (IDCF), and central intranet facility (BLS Central).

ITSPEC (INET) "Web Content Producers" in DEWS are responsible for the following:

  • Content Management: Develop and update web pages using Content Management Systems (i.e. Rhythmyx and Drupal) to maintain timely and accurate content. Support daily web production updates and ad hoc vendor patching (i.e. Windows, Linux, Oracle).
  • Website Maintenance: Maintain and update websites using HTML, CSS, scripting languages such as JavaScript, PHP, Perl and Python and libraries such as Bootstrap and JQuery, ensuring compatibility across browsers, devices, and operating systems.
  • Testing & Quality Assurance: Perform functional and usability testing, monitor results, document outcomes, report defects, and retest fixes. Use automated testing tools (i.e. Cucumber and Selenium) to edit and maintain existing tests, run tests, and support test execution.
  • Technical Documentation: Prepare clear and detailed use cases and user guides to support system functionality and user adoption.
  • Web Analytics & Optimization: Utilize web analytics tools (i.e. Google Analytics and Siteimprove) to monitor site performance and traffic, generate reports, and optimize websites.
  • User Support & Communication: Respond to inquiries and feedback from website users, troubleshoot site issues, and communicate changes.

Minimum Qualifications

Experience

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing requirements that impact the work and outcomes of a work unit.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth technical customer support such resolving non-routine problems, questions, or complaints; following-up on customer inquiries and requests for assistance to resolve problems about products or services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve difficult problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve issues that impact the work and outcomes of a work unit.
AND

Specialized Experience

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-11, in the Federal Service. Specialized experience is defined as both of the following:

1. Demonstrated experience producing web pages using a Content Management System (CMS). Experience at this level includes applying skills in CMS platforms like Rhythmyx, WordPress, Joomla, or Drupal to complete tasks such as:

- Editing and updating page text, documents, and graphics
- Using workflow tools to publish content
- Testing pages to ensure content renders properly
- Troubleshooting formatting, layout, and display issues

2. Demonstrated experience performing website maintenance tasks. Experience at this level includes applying technical skills in HTML, CSS, JavaScript, and related frameworks (e.g. Bootstrap), libraries (e.g. jQuery, React), and browser-based testing tools (e.g. Selenium) to complete tasks such as:

- Modifying site structure
- Correcting layout and styling
- Testing pages to verify functionality
- Fixing cross-browser rendering inconsistencies
- Debugging code errors
- Updating code to improve responsiveness and design
