The purpose of this position is to serve as the MCC program point-of-contact (POC) for assigned country program(s). During Compact development, the incumbent serves as a primary facilitator/coordinator within a country team (or in support thereof), the Country Team Leader (CTL), works closely with multidisciplinary country teams, and interacts with other MCC divisions.
Conduct technical, administrative and operational assignments during all stages of Compact operations (development, implementation and/or closure) of international development projects or programs which are part of MCC, including a mix of duties in the following important functional areas: technical and administrative activity planning and coordination and team integration; data management and knowledge sharing; progress tracking and internal and external reporting support; technical support; coordination with relevant internal and external stakeholders; and, continuous improvement.
Support the Country Team for the assigned country program with responsibility for coordinating and supporting activities in cooperation with Resident Country Mission and multidisciplinary team members and consultants.
Address program related issues or problems where new analytical techniques must be developed to identify and evaluate findings. Collect pertinent information from a variety of sources and develop technical recommendations for senior staff and management.
Provide independent analysis and interpretation of country Compact performance data. Develop, consolidate, and/or prepare briefing papers, talking points and background materials on project-related issues and topics.
Contribute to the identification of potential technical, operational and/or administrative risks (or opportunities) and propose potential actions needed to resolve particular challenges or to leverage opportunities depending on the nature of the item(s) at hand.
Review different progress and/or status completion reports relating to technical, budgetary or administrative milestones to ensure accuracy and compliance with relevant MCC organizational policies and standards, institutional priorities as well as generally accepted international development practice.
Act as a resource for country team members on internal implementation policies; provide factual advice and guidance regarding MCC planning, documentation, procedural, budgetary, technical, reporting or progress review processes related to country Compact programs and projects; and make initial determination for the handling and processing of information requests.
Support the development and continuous improvement of approval processes, data management systems and other tools that enable better Compact, administrative and reporting processes.
Contribute to the development and maintenance of relationships with internal MCC and external stakeholders of relevance to assigned country(ies), such as counterpart governments as well as various stakeholders in the US government, private industry, other donor organizations, and/or academic institutions
Ensure that data requests are tracked and completed and that documentation is published, updated, and distributed as required.
Must be able to obtain and maintain a federal security clearance

Qualifications
To qualify for Pay Band 4B you must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: researching, analyzing and presenting international policy, economic or institutional issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative or organizational matters; and preparing a variety of written documents, such as project summaries, status reports, briefing papers, presentations, and meeting minutes. Note: this experience MUST be well documented within your resume or application.
To qualify for Pay Band 4A you must meet the following:

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to GS-12 (Pay Band 4B or equivalent) to be eligible for Pay Band MC- 4A. You must have one year of Federal service equivalent to GS-11 (Pay Band 4C or equivalent) to be eligible for Pay Band MC- 4B.
