As a SUPERVISORY PROGRAM MANAGER at the GS-0340-15 some of your typical work assignments may include:

  • Serves as the Chief, Programs Division, a subject matter expert responsible for overseeing a team of program element monitors that validate requirements, support DTRA core functions, monitor program element execution and outcomes, and facilitate communication among DTRA directorates during the Planning, Programming, and Budgeting Execution (PPBE) process to develop prioritization lists of agency requirements to inform resourcing decisions.
  • Conducts substantive review of budgetary data, appropriations language and related Congressional reports, and a variety of data/information management and administrative tasks associated with budget execution and resource allocation.
  • Analyzes program performance data (acquisition, financial, manpower) to identify trends, risks, and opportunities.
  • Reviews operational structure to ensure best practices across the board. Provides actionable agency level insights and recommendations.
  • Briefs agency senior leadership on management studies, audits, independent analyses and recommendations in order for senior leaders to prioritize resource decisions.
  • Provides functional and technical advice on resource management to J3/5/8.
  • Coordinates and leads efforts to develop high-level products such as Program Strategy Reviews, input to POM Touchpoints, input to DoW planning guidance, and the DTRA Campaign Plan for use by the Director in presentations before DoW and congressional staffers with respect to matters pertaining to Agency requirements.
  • Develops programming dashboards incorporating disparate data sources across DTRA.
  • Manages RADAR (Receipt and Acceptance Database for Awarded Requirements) for program performance and to support program audit response.
  • Participate in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice, and guidance while continually advising on financial managements, budget, contractual, and manpower activities.
  • Exercises supervisory responsibility over civilian and military personnel; and, oversees the execution of tasks by contract personnel.
  • Provides the full range of technical administrative and personnel management activities to accomplish the Agency's mission in assigned program areas.
  • Plans and assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
  • Provides technical oversight, and instructs employees on work and administrative matters.
  • Develops performance plans and rates employees.
  • Interviews candidates for subordinate positions; recommends hiring, promotions, or reassignments.
  • Takes minor disciplinary measures, such as warnings and reprimands.
  • Hears and resolves informal complaints.
  • Identifies developmental and training needs of employees; provides and/or arranges for needed development and training.

  • Telework Eligibility: This position is an in-person position at facilities located at Ft Belvoir, VA. This position may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines.
  • This is a drug testing designated position. The incumbent is required to pass a pre-employment drug test prior to being appointed and submit to random drug testing for the duration of employment.
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Must be able to conduct periodic travel up 10% of time, CONUS/OCONUS.
  • Must be able to obtain and maintain a valid passport.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Experience managing programs to include execution of the Planning, Programming, Budgeting, and Execution (PPBE) process, requirements analysis, cost estimation, and resource allocation.
  • Perform Advanced Data Analysis from acquisition, financial, and manpower data and develop briefings and reports to provide recommendations and guidance to senior leaders.
  • Experience developing performance standards, appraising performance, and mentoring civilian and military employees through complex and urgent programmatic tasks, resolving conflicts and managing workloads effectively.
  • Experience facilitating high-level stakeholder engagement, communication, and negotiation between agency directorates and/or external partners on complex and potentially controversial issues.
  • Knowledge of US national strategy to include the DoD Strategy to Counter Weapons of Mass Destruction (CWMD), CWMD plans, programs, intelligence, doctrine, policy and USG actors to include OSD, Joint Staff, CCMDs, Military Services and the Service components of CCMDs, and Defense/Combat Support Agencies.
