MINIMUM QUALIFICATION REQUIREMENTS:

Basic Entry Requirements for All Grade Levels:


You must be a Recent College Graduates from qualifying institutions within two years of degree or certification (Veterans precluded by their military service obligation, will have up to six years to apply). Students with a transcript that shows a degree conferred on or before May 17, 2026 will be considered for the Recent Graduate Program. Graduation/expected graduation date MUST be indicated on your resume.

Qualifications can be met by either the requirements specified in the section titled Experience or the requirements specified in the section titled Education.

Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Specialized Experience:
For the GS-07 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal services.

Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service.

IT Specialist (Systems Analysis)

  • GS-07 - Experience for this position includes: (1) assisting with building test plans, scenarios, and scripts to assess information systems against functional and technical requirements; (2) assisting in designing and implementing upgrades to information systems; (3) performing analyses to define new or improved business process solutions based on customer needs; and (4) assisting with system and application integration.
  • GS-09 - Experience for this position includes: (1) building test plans, scenarios, and scripts to assess information systems against functional and technical requirements; (2) translating technical business requirements into clear non-technical requirements; (3) advising and aiding project managers on specification requirements and defining the problem or need; and (4) implementing system and application integration.
IT Specialist (Customer Support)
  • GS-07- Experience for the position includes: (1) diagnosing and resolving basic computer problems; (2) creating and routing trouble tickets; (3) performing IT equipment installations and decommissions; and (4) supporting the development and implementation of standard operating procedures and business processes to improve overall organizational effectiveness and efficiency.
  • GS-09 - Experience for the position includes: (1) diagnosing and resolving unique and/or uncommon customer reported computer incidents requiring investigation or research; (2) developing and maintaining problem tracking and resolution databases within a ticketing system; (3) installing, configuring, troubleshooting, and maintaining customer hardware and software in a Microsoft domain, and (4) developing basic routines and sequences of internal program logic by coding, testing, and debugging.
IT Specialist (Application Software)
  • GS-07 - Experience for the position includes: (1) interpreting requirements provided by analysts to create design documents for software; (2) assisting with integration of hardware and software components; and (3) performing testing operations for developed software.
  • GS-09 - Experience for the position includes: (1) planning, proposing, and designing segments of complex IT programs; (2) designing modifications to internal program structure of files and records; (3) coding, testing, and debugging IT programs; and (4) assisting in the integration of hardware and software components.
IT Specialist (Internet)
  • GS-07- Experience for the position includes: (1) assisting in testing, updating, and maintaining websites; (2) troubleshooting connectivity issues with software, hardware, and/or systems management and making corrections; and (3) analyzing integrated systems of computer programs and/or computer equipment.
  • GS-09- Experience for the position includes: (1) developing, configuring, updating, and maintaining internet websites; (2) troubleshooting connectivity issues with software, hardware, and/or systems management to make corrections and restore functionality; and (3) applying programming and scripting languages to build internet applications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.

Education
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-07:
YOU MAY QUALIFY FOR THE GS-7 BASED ON EDUCATION:
1 full year of graduate level education.

OR

SUPERIOR ACADEMIC ACHIEVEMENT: Bachelor's degree with superior academic achievement is defined as:(1) Class standing -- You must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses, (2) Grade-point average (G.P.A.) -- You must have 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or (3) Election to membership in a national scholastic honor society -- You are a member of one of the national scholastic honor societies recognized by the Association of College Honor Societies (https://www.achshonor.org/)

GS-09:
YOU MAY QUALIFY FOR THE GS-9 BASED ON EDUCATION: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree

The Census Bureau is seeking bright, innovative, results-oriented individuals to join our Recent Graduates Program (RGP). RGP is a one-year program that targets individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants will be placed in a dynamic, one-year career development program. Throughout the program, you will participate in formal training, job assignments and receive a mentor to develop competencies applicable to the Census Bureau's mission and needs. These positions are at the grade 7/9 entry levels, with an opportunity for permanent appointment upon successful completion of the program.

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.
