The incumbent works within the Office of EEO to support USITC's Equal Employment Opportunity (EEO) program in accordance with all applicable authorities, including 29 C.F.R. Part 1614, U.S. Equal Employment Opportunity Commission's (EEOC) Management Directive (MD) 110 and 715, and all EEO laws, regulations, and guidance applicable to the federal sector workplace. Applicable federal laws include but are not limited to: Title VII of the Civil Rights Act of 1964; the Rehabilitation Act of 1973, the Age Discrimination in Employment Act of 1967; the Equal Pay Act of 1963; the Pregnancy Discrimination Act of 1978; the Genetic Information Nondiscrimination Act of 2008; and the Pregnant Workers Fairness Act of 2022.
The Equal Employment Opportunity Specialist will perform the following major duties:
Serves as a principal EEO Counselor during the pre-complaint phase of the federal sector EEO complaint process. This includes assessing employment conflicts for resolution options at the lowest level possible through appropriate workplace dispute resolution avenues, explaining the EEO complaint process to case parties, and writing timely and thorough reports of EEO pre-complaint counseling.
Assists with EEO cases that are in the formal investigation phase, as necessary and appropriate.
Serves as a principal advisor and program developer of the USITC's comprehensive EEO program goals, including EEO compliance, devising EEO strategies, and ensuring that the USITC's EEO program aligns with the Merit Systems Principles, as applicable.
Prepares annual and recurring reports required by the EEOC, and from other regulatory/oversight agencies. This includes compiling data for the USITC's annual EEO Program Status Report required by EEOC Management Directive 715 (MD-715), and serving as a point of contact for the Office of EEO and a drafter of this report.
Identifies and recommends appropriate action to correct any deficiencies in USITC employment policies, procedures, programs, and practices, under the framework of EEOC MD-715 and other applicable authority and guidance.
Works on efforts to conduct barrier analysis to identify, develop, and implement action plans to integrate (or further integrate) affirmative employment practices and policies into the agency's core business operations and into the agency's employment policies, procedures, and practices.
Maintains EEO and employee demographic data necessary for substantive analysis of agency EEO accomplishments, agency EEO strategies and goals, and other projects aimed at addressing EEO.
Conducts or assists with specialized training for different members of the USITC's workforce, and develops training plans used to educate and create awareness across the USITC regarding the overlap between EEO principles and the Merit Systems Principles.
The ideal candidateshould have demonstrated expertise and substantive experience with: interpreting and applying the EEO regulations and guidance set forth in Management Directive 110 using 29 C.F.R. 1614, and other federal sector EEO authority; using excellent written and oral communication skills and the ability to work collaboratively with others and; exercising discretion and maintaining tact, while utilizing appropriate communication techniques to accomplish the Office of EEO's objectives.
Additionally, the ideal candidate should have demonstrated experience implementing strategic planning principles to overcome resource challenges and have excellent time management, project management, and organizational skills.

MINIMUM REQUIREMENT
To qualify at the GS-14 level, you must have one-year of specialized experience equivalent to the GS-13 obtained in the federal or private sector which demonstrates all of the following:1) Demonstrated experience working with anti-discrimination laws applicable to the federal sector workplace, EEOC regulations/directives/guidance, U.S. Code of Federal Regulations; and federal policies, procedures and practices governing Federal civil rights programs, affirmative employment, alternative dispute resolution, and the EEO requirements and the discrimination complaint process outlined in 29 C.F.R. Part 1614; AND 2) Working collaboratively with personnel across a federal agency's workforce, from different levels in the organization, to advance EEO program goals; AND 3) Supporting or leading projects, special emphasis events or projects; AND 4) Demonstrated experience serving as an EEO Counselor in the pre-complaint counseling stage outlined in 29 C.F.R. Part 1614.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
