Duties

As a PROJECT OFFICER at the GS-0301-12/13 some of your typical work assignments may include:

  • Project Officer serves as a RD-TSX focal point for SOF and other sensitive clients of assigned assessment projects to support planning, managing, and execution from approval throughout closeout. Conducts assessments of SOF radios, EW and IW technology assessments, communication system assessments, risk management assessments, Special Studies, and assessment types defined by government client requirements.
  • Develops Client Requirement Documents (CRDs) to articulate client/warfighter needs and address Program Manager and senior leadership comments.
  • Develops and conducts various project related briefings to senior leadership, to include Technical Roundtables (TRT), Event Execution Document (EED) reviews, Test Readiness Reviews (TRR) and final reports reviews.
  • Responsible for resource management and security for assessments. Ensures project requirements, timelines, and costs don't exceed agreements contained within the CRD. Develops project costs and manages project budget.
  • Task Contracting Officer's Representative (TCOR). Develops task orders, and works with COR to properly and fully charge contractor support to projects. Provides CPARS feedback.
  • Follows security directives and policies to protect classified client, and Operational Security (OPSEC) sensitive information.
  • Project lead for assigned projects, leads teams combined of military, government civilian and contractor personnel in field environments and garrison.

  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance. Employee is required to obtain and maintain a DOD-approved access to additional programs as a condition of employment.
  • This position requires a medical examination to ensure the physical qualifications for the position are met. This requirement will be performed under a licensed healthcare professional.
  • May be subject to counterintelligence scope polygraph.
  • Subject to pre-employment drug testing and periodic random drug testing thereafter.
  • Employee will be required to work overtime, which may include evenings and weekends.
  • Occasional travel, both CONUS and OCONUS, is required for this position.
  • Must maintain current tourist and official (when required) passports and renew both within six months prior to expiration date.
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450 in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

  • Experience in working in support of programs in support of Special Operations Forces (SOF) and/or other sensitive programs;
  • Experience with test planning and operational testing of equipment and/or systems for acquisition;
  • Experience managing Memorandum of Agreement (MOA) or similar agreements, and; Contracting Officer's Representative (COR) experience.
  • (Experience must be clearly demonstrated in your resume.)

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Directly led support to Special Operations Forces (SOF) and/or other sensitive programs;
  • Experience creating test and assessment design, planning and operational testing of equipment and/or systems for acquisition in direct support of fielding and deployment releases (F&DR);
  • Experience creating and managing Memorandum of Agreement (MOA) or similar agreements, and; Contracting Officer's Representative (COR) experience
  • (Experience must be clearly demonstrated in your resume.)
