Help

As either a Supervisory Power and Operations Planning Specialist, Supervisory Operations Research Analyst or Supervisory Meteorologist over Power and Operations Planning, you will:

  • Serves as the Power and Operations Planning Manager and a member of the Generation Asset Management team with responsibility for developing, implementing, and evaluating all programs and policies associated with the organization's long- and short-range strategic goals in support of the overall BPA mission.
  • Determines goals for the organization, independently of or jointly with the Vice President. Assures implementation by subordinates and others of the goals and objectives for the program segments and functions for which the group is responsible.
  • Supplies regional perspective on the future direction of resource needs and load growth for PGP's participation in cross BPA processes such as the Resource Program and Rate Cases.
  • Exercises delegated supervisory authorities and responsibilities, direction, coordination, and oversight of work, and similar oversight of contractors when appropriate. Through the management of four subordinate managers, directs and oversees a workforce of approximately 42 BFTE and 2 CFTE performing professional and administrative work in Power and Operations Planning.
  • Represents PGP, PG, P and/or BPA in direct working relationships with Power Services and other BPA executives, managers and staff, Power and Transmission Account Executives, Constituent Account Executives, officials of other Federal agencies, publicly and privately-owned utilities, Pacific Northwest states, Pacific Northwest tribes, other Pacific Northwest stakeholders, and professional groups and organizations. Serves as a member of various policy and decision teams, and acts on behalf of the Generation Asset Management VP when appropriate.

Qualifications

BASIC REQUIREMENT:

1340 Meteorologist
Degree: meteorology, atmospheric science, or other natural science major that included:
At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
Six semester hours of atmospheric dynamics and thermodynamics;*
Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
Three semester hours of physical meteorology; and
Two semester hours of remote sensing of the atmosphere and/or instrumentation.
Six semester hours of physics, with at least one course that includes laboratory sessions.*
Three semester hours of ordinary differential equations.*
At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

1515 Operations Research Analyst
Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-14] in the Federal service. Specialized experience for this position is defined as:

Specialized experience is defined as: 1) Collaborating on cross-agency teams that utilize modeling and analysis to inform use of operational tools in Generation Planning operational groups; 2) Reporting on operational events and incorporating forecasting analysis into generation planning; 3) Developing and maintaining collaborative relationships with internal and external stakeholders while proactively representing the interests of the agency and customers 4) Representing the technical requirements of planning generation resources for development of resource adequacy or energy inventory assessments.
