Duties

Help

The primary purpose of this position is to serve as Chief Administrative Officer for the Marine Mammal Commission (MMC) with full responsibility for management and direction of all administrative matters and for providing or obtaining a variety of management services essential to the operation of the MMC.

Duties performed:

  • Overseeing and formulating the development/implementation of general administrative procedures and policy.
  • Providing the Executive Director with expertise and advice on compliance with appropriations law, OMB Circulars and memoranda, and other related financial laws, regulations and policies; Ensuring internal control reviews are completed within assigned schedules; Ensuring prompt follow-up and resolution of audit findings.
  • Providing contract administration, purchasing control and monitoring, and procurement cost estimates and planning for the Agency.
  • Managing and analyzing overall personnel situation as may be required for budget, staffing patterns, recruitment, vacancies, etc. In coordination with GSA Commissions and Boards, provides advice and oversight for applicable human capital services and/or functions, including: compensation, career development and training, employee relations, organizational change, orientation and separation services for employees, performance management or incentive awards, position development, position management, preparation and processing of personnel actions/documentation, and recruitment and placement.

Qualifications

Specialized Experience:
GS-14: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Communicating recommendations, orally and in writing on budget requests and/or justifications;
  • Preparing work assignments for staff members to ensure timely completion; and
  • Evaluating human capital services to advise on personnel actions.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
