This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent provides senior level coordination of Information Technology policy and planning across multiple divisions within their own Directorate.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a SUPV IT SPECIALIST (POLICY AND PLANNING) at the GS-2210-14 some of your typical work assignments may include:

  • Lead a team responsible for the planning and execution throughout the product lifecycle, including gathering and prioritizing customer requirements, defining the vision, and directing the development and fielding of assigned systems.
  • Provide senior-level coordination of IT policy and planning across multiple divisions and provide cross-functional coordination of service delivery across all Directorates within the Defense Manpower Data Center (DMDC).
  • Develop and maintain strategic plans, assess policy needs, prepare IT budgets, and manage IT investment portfolios to measure and evaluate system performance and total cost of ownership.
  • Plan and direct work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for work completion.
  • Evaluate the work performance of subordinates, provide advice and counsel on work and administrative matters, and identify developmental and training needs to improve team production and quality.
  • Represent DMDC in high-level discussions with officials throughout DoD and other government agencies to coordinate program development, resolve problems, and negotiate solutions.
  • Develop, implement, and ensure compliance with the plans, policies, standards, and infrastructure that establish the framework for managing IT policy and planning applications.

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 13 grade level in the Federal service as listed below:

  • Provide strategic leadership and direction for IT projects, ensuring alignment with the organization's overarching data strategy and business objectives. Mentor and guide project teams, fostering a culture of innovation, collaboration, and continuous improvement.
  • Serve as a leadership level interface for stakeholders, including senior leadership, customers, business units, and technical teams. Employ expert negotiation and communication skills to manage stakeholder expectations, resolve conflicts, and secure buy-in for project goals.
  • Develop and implement program and data strategies that support business goals, improve data quality, and enhance decision-making capabilities. Ensure that all projects adhere to organizational standards and best practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
