Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent Manages Readiness Branch operations, ensuring Total Force personnel readiness; conducts research and analysis; prepares reports; and represents leadership on readiness issues, contingency operations, and JCS-directed exercises. As Readiness Branch Chief, the incumbent supervises at least one civilian and several military personnel.

As a MANAGEMENT AND PROGRAM ANALYST (READINESS PROGRAMS) at the GS-0343-15 some of your typical work assignments may include:

  • Represents the Division Chief (0-6) and J-1 Director (0-7) on matters concerning requirements for peacetime and crisis contingency operations, Joint Chiefs of Staff directed exercises, and personnel readiness issues to the Services and Combatant Commands.
  • Routine contact and involvement is required with senior management level and principals within the Office of the Secretary of War, Joint Staff services, and various Department of War Agencies Represents the J1 at the OSD-level Casualty Advisory Board and the Combined Joint Mortuary Affairs Board.
  • Responsible for coordinating within the Joint Staff Directorates, OSW, Services and CCMD staffs for the formulation of documentation and implementation of joint requirements, plans, programs, and operations. Develops and establishes policy and procedures to ensure the effectiveness of the manning requirements and personnel program within the joint community.
  • Oversees one of the three branches in the Personnel Readiness Division and is responsible for oversight of readiness policies and recommendations on personnel matters for senior Joint Staff leaders while ensuring alignment with joint doctrines contingency operations and department resources.
  • As the Readiness Branch Chief, plans and assigns work, sets priorities, advises on program goals and objectives, and makes decision on work problems.
  • Develops and/or supports career plans and identifies/makes provisions for the training and professional development needs of subordinates.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Advises, coordinates, and prepares senior leaders as appropriate on plans and policies in support of peacetime, emerging crises and wartime operations.
  • Formulates, documents and implements requirements, plans, programs, and operations.
  • Advises on readiness plans and policies, representing senior leader or director level.
  • Oversees personnel accountability and readiness programs and contributing to key national and military strategic documents.
  • Maintains personnel visibility of an entire force by having reliable personnel data from various authoritative data sources for all US service members, civilian employees, and deployed contractors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
