The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

This position serves as a supervisor, as well as the senior financial analyst for receipt accounting. This is your next ideal career move if:

  • You have experience developing, analyzing, and evaluating new or modified policies and provides authoritative interpretations of Congressional legislation, Comptroller General decisions, Code of Federal Regulations (CFR), Treasury and Office of Management and Budget (OMB) policies for USPTO receipt accounting and fee processing programs.
  • You have the experience implementing changes to manual and automated receipt accounting systems to ensure compliance with OMB guidelines, Executive Orders, Joint Financial Management Improvement Program (JFMIP) guidance, and generally accepted accounting principles and practices (GAAP); reviews practices and recommends automation to reduce cycle time from receipt of fees to ledger entry and reporting.
  • You have a strong oversight by ensuring program and financial data integrity and audit trails are designed, developed, implemented, and maintained; establishes proper internal control practices and data management techniques across all receipt accounting data.
  • You are stellar at providing expert, high-level advice to top agency leaders; directs staff in developing and maintaining the receipts accounting program across finance, accounting, fee processing, patent, trademark, and management functions; advises executives on operations and resource allocation.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For this position, the next lower grade level is a GS-14. Specialized experience for this position includes:

  • Experience designing and implementing a modernized, auditable receipts accounting framework.
  • Experience leading cross-functional teams across finance, fee processing to ensure compliance with the Office of Management and Budget (OMB) guidance, Treasury, Joint Financial Management Improvement Program (JFMIP) principles, and generally accepted accounting principles and practices (GAAP).
  • Experience serving as the agency's technical authority on fee processing and receipt accounting, providing authoritative interpretations of legislation, Comptroller General decisions, Code of Federal Regulations (CFR), executive orders and OMB precedents to senior leaders.
  • Experience leading complex policy development and system change initiatives-translating legislative and regulatory requirements into automated system rules, procedural guidance, and user training.
