Duties

Help

As a SUPERVISORY HUMAN RESOURCES SPECIALIST at the GS-0201-15 some of your typical work assignments may include:

  • Provides administrative and technical supervision to all civilian HR division chiefs and offers authoritative guidance on difficult, unusual, or unprecedented circumstances arising from a wide variety of issues in all civilian HR functional areas to include management-employee relations; disciplinary/adverse action administration; drug testing; furloughs; hours of duty; leave administration; performance management; work life programs; incentive awards; labor relations; executive resource management; compensation management; position management; classification; workforce development; recruitment and placement; merit promotion; hiring initiatives; retention initiatives; on-boarding; and, automated HR tools and systems.
  • Exercises delegated authority for direction of the Agency civilian HR program designed to meet the needs of a wide variety of managers in accomplishment of missions through fair, efficient and economical use of civilian employees. Participates with Director, Deputy Director, Executive Director and other top level managers, and key operating officials throughout the Agency to advise on program operations; propose options and alternatives; and coordinate program changes and special projects.
  • Serves as the senior representative for civilian HR matters with regard to OPM and higher echelons of the Department of Defense.

  • Travel in the performance of temporary assignments may be required up to 10% of duty time CONUS/OCONUS.
  • The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations.
  • Overtime/compensatory time may be required to accommodate operational needs of the organization.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Directs the full lifecycle of Civilian HR matters, serving as the agency's foremost technical authority on Classification, Recruitment, Staffing, Employee Development, and Labor and Employee Relations;
  • Spearheads in-depth research and critical evaluation of complex HR programs, formulating recommendations for innovative or substantially modified approaches to enhance policy execution and program functions;
  • Forges and maintains strategic liaisons with bureaus, Department officials, and public/private sector leaders to benchmark HR operations, identifying and assessing the feasibility and impact of improvement initiatives;
  • Delivers high-stakes advisory services and strategic counsel to the agency's executive leadership, including the Director, Deputy Director, and Executive Director, on critical HR challenges and opportunities;
  • Commands and develops a team of HR professionals as a key supervisor within the Human Resources Directorate, driving operational excellence and strategic alignment.
