Serving as a Law Enforcement Specialist (FLETA/OAC) GS-1801-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Federal Law Enforcement Training Accreditation Board (FLETA) Office of Accreditation (OA) under the FLETC Chief Financial Officer Directorate. The primary purpose of this position is to be responsible for the process of accreditation for all federal law enforcement training. The FLETA mission is to1). Enhance the quality of federal law enforcement by establishing and maintaining a body of standards to promote the effective and efficient use of resources for federal law enforcement training; 2). Administer an accreditation process based on those standards to foster consistency in federal law enforcement training; and 3). Ensure compliance and provide assistance with the accreditation process in order to instill public confidence in federal law enforcement. It is the responsibility of the OA to assist training organizations with the accreditation process, provide training for applicants, and manage the assessment process.

Typical duties include:

  • Serving as an advisor to the Executive Director and the FLETA Board providing professional expertise and assistance in the development and review of training standards, accreditation procedures, planning and directing of accreditation activities through the support of professional agency training and assessment staff
  • Operating as a mid-level professional and team member on a small staff of personnel by providing technical leadership, training, advisory services and guidance to federal agency leadership, accreditation managers, accreditation support staff, and assessors
  • Providing training to FLETA Board members, accreditation managers, assessors and other members of the federal law enforcement community
  • Providing input, coordination, and expertise for curriculum review and curriculum development conferences; project planning; policy development, revision, and analysis; conducting special surveys or reports; and determining what objectives are involved

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:

A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;

-OR-

B. Have held a federal civilian position in the 1801 occupational series.

-AND-

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties:
1) coordinating and evaluating law enforcement training policies, curriculum, and/or procedures to ensure consistency and alignment with established Federal Law Enforcement Training Accreditation (FLETA) standards;
2) extensively and specifically explaining each step of the FLETA accreditation process in order to provide advice and direction for issues pertaining to academy or program FLETA accreditation projects and assignments; and
3) serving as a FLETA Team Leader, FLETA Assessor, FLETA Self-Assessor, and/or Accreditation Manager or Accreditation Staff Member, or deeply involved in FLETA accreditation activities for an organization.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. Physical Demands: The work does not call for any special physical demands and is basically sedentary.

Work Environment: The work is performed in a typical office setting. However, the position will require normal safety precautions typical of auto and air travel and work in such places as offices, meeting rooms, classrooms, and conference settings.
