This announcement is for multiple vacancies within one of the 24 Institutes of the National Institute of Health. Positions will be filled in one or more of the following specialties: Clinical Research, Nurse Specialist, Research Specialist, Consultant, Clinical Research/Clinical Educator, and Clinical Research/Safety and Quality.

The incumbent will perform duties such as the following for each applicable specialty area for the position in which selected:

Clinical Research: Expertly utilizing the nursing process and advanced nursing skills to assess, plan, perform and evaluate patient care for specific cohorts of patients participating in biomedical research; coordinating and initiating internal and external referral and the multidisciplinary care of research patients; and assessing complex and sensitive health education needs in individual patient populations with like conditions, protocols or other characteristics.
Nurse Specialist: Serving as the clinical expert for nursing practice within a specific clinical specialty area; organizing care delivery in collaboration with the interdisciplinary team in a manner that promotes continuity and accountability for patient care; identifying nursing scope of practice; demonstrating expert consultative skills in determining stakeholders, establishing effective and therapeutic relationships, and recommending solutions to challenges.
Research Specialist: Providing comprehensive nursing, preventative, and therapeutic health care service to patients and family members; coordinating and managing patient populations within the clinical research environment; and assessing complex and sensitive health education needs in research participants.
Consultant: Providing leadership, direction, and technical support to executive, management, and/or clinical staff in the planning, development, implementation and evaluation of information, administrative and communication systems, research studies, evaluation of projects or monitoring systems to assure the delivery of consistently high-quality nursing care.
Clinical Educator: Educating appropriate staff in the use of new equipment, supplies, and instruments for the unit; coordinating in-services and new product demonstration training; designing, implementing, and evaluating learning experiences for all staff levels to acquire, maintain, or increase their knowledge and competence; and developing teaching plans that creatively and effectively meet individual research participant and family needs and which become the standard for departmental and community use with larger groups of research participants.
Safety and Quality: Collaborating with supervisors and department leaders on improvement activities related to promoting patient safety and clinical quality and reducing risk, in congruence with policies, procedures and standards of practice; providing feedback to colleagues related to identified quality improvement and patient safety issues; and completing surveillance, on-going assessments, reports and audits.

  • Position designation will vary depending on which position candidate is placed. Designations are Emergency Essential and Non-Emergency Essential.
  • Physical Requirements: Selectee may be required able to lift and move items weighing up to 35 lbs.
  • These positions may require a work schedule that includes days, nights, weekends, and holidays.
  • The shifts may be 12-hour, 10-hour, or 8-hour, or a combination of these, depending on the unit or clinical area. Some specialty areas may also require on-call duties.

Qualifications

BASIC EDUCATION REQUIREMENT:
Completion of a Graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Completion of a Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

AND LICENSURE REQUIREMENTS: You must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
AND
You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN).

ADDITIONAL QUALIFICATIONS:
To qualify for the GS-12 grade level: In addition to the education and license requirement, you must demonstrate in your resume at least one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: 1.) Providing clinical care to varying patient populations with complex needs. 2.) Serving as the primary nurse or coordinator of care for a specific population of patients. 3.) Initiating appropriate referrals and coordinating routine care. 4.) Assessing complex and sensitive health education needs in individual patient populations with like conditions, protocols and other characteristics AND 4.) Contributing to, and leading, multidisciplinary conferences and activities regarding patient care and protocol implementation.

  • Position may be either an Emergency Essential position or a Non-Emergency Essential position.
