Summary

The position is located in the Bureau of Diplomatic Security, Office of Personnel Security and Suitability, Investigations Division (DS/PSS/INV). You will be responsible for directing the conduct and certifying the sufficiency of initial pre -employment investigations conducted for the purpose of determining suitability and security clearance eligibility.

Duties

Help
  • Reviews Presidential appointee cases, including adverse information which may have been developed by the investigation.
  • Assists in developing data systems as necessary to respond to management information requirements.
  • Conducts investigations and evaluates results for compliance with prescribed standards and criteria, ensuring sufficiency of coverage of often complex and controversial investigative information.
  • Analyzes information applying national adjudicative criteria and grants interim security clearances, public trust determinations, and final security clearances.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

 NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

-Experience developing and implementing policies, procedures, and criteria.

-Experience evaluating investigations for compliance with regulatory requirements.

-Experience conducting personnel security and suitability adjudications.

There is no substitute of education for specialized experience for the GS-12 position.

You will be evaluated for this job based on how well you meet the qualifications above.

A review of your resume  will be conducted and compared against your responses to the crediting plan questions to determine if you are qualified for this job.  Applicants who meet the minimum qualification requirements, as described in the “Qualifications” section of this announcement, will be assigned a score between 70 and 100. The evaluation process consists of an online assessment and a subject matter expert  resume review of applicants found to be among the top qualified candidates based on the crediting plan assessment. Resumes longer than two pages will be deemed ineligible and will not be considered further.  Responses to questions that are not fully supported by the information in your resume may result in adjustments to your rating.  

Your qualifications will be evaluated on the following competencies: 

  • Knowledge of applicable statutes and authorities related to the security field.
  • Knowledge of current security concepts encompassing a wide range of security issues.
  • Ability to implement security procedures.
  • Ability to serve as a liaison on security related issues.
  • Knowledge of personnel security and suitability as well as adjudicating results for security clearance.
  • Ability to analyze complex issues and identify appropriate solutions.
