Summary

This position is located in the Special Security Operations Division, Office of Information Security, Directorate of Security Infrastructure, Bureau of Diplomatic Security, Department of State (DS/IS/SSO). You will serve as Division Chief for the Special Security Operations Division. You will serve as the Special Security Officer (SSO) and Accrediting Official (AO) overseeing the Department's SSO staff functions.

Duties

Help
  • Represents at Intelligence Community (IC) working groups to develop policies for the protection of intelligence information, including intelligence sources and methods. Implements proposed IC policies to determine their impact on operations.
  • Serves as Cognizant Security Authority (CSA). Develops, implements, and oversees policies, plans and procedures for the certification and accreditation of Sensitive Compartmented Information(SCI) Facilities (SCIFS) and SCI IT systems.
  • Manages federal and contractor security specialists. Plans and organizes work to achieve maximum effectiveness and efficiency. Establishes short and long range plans for accomplishing the work. Performance rating official for subordinate personnel. .
  • Technical authority and senior advisor to management on the most effective methods and approaches for protecting intelligence information, including SCI and intelligence sources and methods. Addresses major issues associated with the program.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience developing and effectively implementing long range strategies and organizational change management initiatives.
  • Experience effectively interacting with senior officials including the Intelligence Community.
  • Experience utilizing Federal statutes and authorities for the protection of classified National Security Information and intelligence information, including Sensitive Compartmented Information (SCI).

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
