Serving as a Lead Law Enforcement Specialist (Firearms Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Firearms Division (FAD), Core Training Operations (CTO) Directorate under the
Office of the Associate Director for Training Operations (TOPS) and located in Glynco, Georgia.

The primary purpose of this position is planning and conducting classroom, laboratory, and/or field instruction sessions as part of the FAD training program.

Typical duties include:

  • Serving as a lead instructor, subject-matter expert, and program/course developer in the assigned
    firearms program/course areas of law enforcement training.
  • Using the lesson plan as a guide, the position manages and/or conducts basic and/or advanced firearms training programs.
  • Providing oversight concerning the conduct of basic training classes for personnel and plans, coordinates, and executes field training and lab exercises.
  • Monitoring progress of students, documenting results, and/or recommending remedial and corrective action to include additional training and changes in training and/or operational procedures and instructions.
  • Initiating content changes and develops different approaches and methods of instruction and recommends any other changes needed to improve the course/program and achieve course/program objectives.

  • Rotation of 1801 Instructors. Subject to rotation to other programs and/or training sections in order to provide depth to the FLETC’s instructor cadre.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Must possess and maintain a valid driver's license to conduct official government business.
  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity. This will include blood work to measure lead levels.
  • Must be able to pass and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
  • Must pass an initial firearms proficiency test with an 85% score, which equates to 255 points out of a possible 300 points. This test is the standard 60-round course of fire in the Firearms Instructor Training Program (FITP).

Specialized Experience:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:

  • 1) Developing and implementing the long and short-range training plans and formulating appropriate financial operating plans and program procedures to ensure the training program meet the needs and interest of the organization; 2) Providing oversight concerning the conduct of basic training classes for personnel and plans, coordinates, and executes field training and lab exercises; 3) Monitoring progress of students, documenting results, and/or recommending remedial and corrective action to include additional training and changes in training and/or operational procedures and instructions.; and 4) Ensuring that programs/courses are conducted within the parameters of sound professional methodologies and that instructors are compliant with established training procedures.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

This work requires walking, standing, bending, sitting, lying down, or kneeling/crouching in positions that may be tiring or uncomfortable. There is the need to carry firearms, gear, and packages or containers such as ammunition. Travel to field locations to coordinate training activities may be involved. Work also involves considerable physical exertion while demonstrating firearms using a variety of law enforcement techniques/methods.

The normal workplace is a classroom or office, and inside/outside physical exercise areas and firing ranges. The position requires exposure to varying climate and environmental conditions including both cold and warm weather conditions and/or exposure to high levels of noise and dangerous substances. Appropriate safety practices will be utilized at all times. Safety gear, such as hearing and eye protection,
will be used when needed
