Summary

These positions are located with the Bureau of Indian Affairs, OJS, Internal Affairs Division, and will conduct in-depth interdepartmental investigations of varied allegations against law enforcement officers and other employees, requiring comprehensive knowledge of law enforcement and skills involving a high degree of independent judgment, immediate decisions, and a high degree of initiative and resourcefulness. These position will report to the Internal Affairs Division Director or Designee.

Duties

Help

As Criminal Investigator (Internal Affairs Division), GS-1811, your typical work assignments may include, but not limited to:

  • Plans and conduct criminal investigations involving a number of complex and varied allegations against law enforcement officers and other employees. Examples include: improper use of force, assault, shootings and other firearm violations, theft, fraud embezzlement, bribery, other allegations with potential for criminal charges.
  • Performs surveillance of sites and suspects, to obtain evidence, establish probable cause, or to link suspects and events to criminal activity or other misconduct.
  • Investigates, detains, apprehends or arrests persons charged with violations of Federal, state, local, or tribal laws. Testifies at · hearings and trials at various locations and jurisdictions, to include administrative appeals, or other hearings involving case work and employees.
  • Obtains search and arrest warrants through processes of affidavit and executes warrants and other court papers. Search for and properly maintain evidence.

OPM Quals -Criminal Investigation Series, 1811

Minimum Qualifications for GS-12 Criminal Investigator-Internal Affairs Division: At least one-year specialized experience at or equivalent to the GS-11 grade level carrying out the full range of in-depth investigative duties related to administrative and internal matters. Knowledge of federal investigative standards and internal affairs protocols with the ability to interpret and apply laws, regulations, and agency policies governing internal investigations. Applying analytical and research skills for evaluating evidence and resolving complex cases, and proficiency in written communication for preparing clear, detailed investigative reports and recommendations. Including experience conducting internal investigations into employee misconduct and policy violations, reviewing and analyzing investigative reports and evidence, and drafting comprehensive findings for management review.

FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence.

NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position.

All qualification requirements must be met by the closing date of this announcement.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

The probationary or trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.
