This position is open to all current Department of Energy (including employees of BPA, WAPA, SEPA, SWPA, NNSA) employees on a career or career-conditional competitive service appointment.
Serve as the primary advisor for Headquarters actions and a recognized technical expert in real estate matters to ensure that the work scope is clearly defined and that performance measurement criteria are in place prior to its assignment to a team.
Evaluate and oversee the successful and timely accomplishment of all technical work assigned to the team and ensure that quality standards are met.
Articulate, develop, and recommend new policy and procedures, of Government-wide scope, that are unique and precedent setting, as the Department's representative in interagency groups tasked for such purposes by the General Services Administration, the Department of Justice including other similar agencies.
Produce reports, reviews, and assessments to prove or disprove the feasibility of new or altered techniques, procedures, plans and management systems pertaining to real estate.
Provide recommendations to improve the efficiency and effectiveness of existing or proposed regulations by developing new or more readily understood concepts, ideas and procedures.
Lead the preparation, review and coordination of special reports, studies, and analyses on real property management actions.
Provide the office with expert guidance in real property management as necessary to formulate Departmental policy guidelines and criteria.

This position requires the incumbent to be able to obtain and maintain a Level III Real Estate Contracting Officer (RECO) Warrant within 24 months of appointment in accordance with DOE Order 430.lC. Failure to do so may result in removal.
This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
This position may be authorized for SITUATIONAL telework, as approved by the supervisor and consistent with agency guidelines.
Monthly travel may be required.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Developing and implementing real estate strategies and policies.
Negotiating or overseeing multi-party real estate agreements that have broad organizational or public impact.
Analyzing and resolving real estate challenges, such as large-scale land-use conflicts, property disposals, or major lease agreements.
Education cannot be substituted for specialized experience at the GS-15 grade level
