This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a IT CONTRACT MANAGER (COR) at the NH-0343-3 some of your typical work assignments may include:

  • Analyzes and assesses product and service contracts to provide authoritative advice and assistance on complex, controversial, and precedent setting program requirement matters.
  • Leads, coordinates, communicates, and integrates programs, ensuring alignment with the organization's enterprise priorities.
  • Consults with customers to gather and evaluate functional requirements and translates these requirements into acquisition solutions.
  • Develops, coordinates, and resources product and service requirements.
  • Conducts activities or assists higher levels on challenging and innovative program developments with only general guidance on policy, resources, and planning

  • This is a cybersecurity position. Employee must attain and maintain the appropriate DoD approved cybersecurity baseline Certificate(s) for cybersecurity functions required within six months of filling the position, IAW DoD 8140
  • Incumbent of this position may occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours

  • This is a Non-Critical Acquisition Position. Position is part of the Acquisition Professional Development Program (APDP). Employee is expected to meet the functional area certification req's within timeframe range of 1 - 5 years from appointment.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

You may qualify at the NH-03 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:

  • Creating and modifying contracts to meet mission objectives
  • Analyzing and assessing contract performance
  • Preparing reports and briefing executive leadership

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
