• Manage care of normal newborn including nutrition, elimination, and activity.
• Evaluates and manages the normal postpartum period.
• Perform accurate history and physical examination on obstetric, gynecologic, and neonatal patients.
• Perform and/or requests laboratory, radiologic and other diagnostic and screening tests.
• Initiate appropriate nursing intervention/medical consultation.
• Provide immediate newborn care, initial physical assessment of the newborn upon delivery, evaluation, and resuscitation as needed.

Conditions of employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• A pre-placement medical examination is required.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
• Must be able to obtain and maintain certification in Pediatric Advanced Life Support (PALS).
• Must be able to obtain and maintain certification in Advanced Cardiac Life Support (ACLS).
• Must be able to obtain and maintain certification in Neonatal Resuscitation Program (NRP).
• Applicants must be able to fulfill credentialing requirements and maintain current licensing as a Registered Nurse to maintain appropriate/relevant clinical privileges.
• This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals
• This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.

Basic Requirements

Degree: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher-level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position. Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

Licensure: Applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

Specialized Professional Nursing Experience: One or more full years of professional nursing experience which includes providing inpatient obstetrical care including labor management and vaginal delivery, performing local and pudendal anesthesia, and initiating and conducting emergency lifesaving procedures. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
