This position is part of DHRA. The incumbent of this position serves as the Supervisory Program Analyst, Resource Management Division, and Defense Manpower Data Center. The Financial Management Division is responsible for accomplishing a wide variety of financial and analytical duties in the planning, analyzing, formulating, justifying, presenting, executing, and reviewing the financial budgets for Operations and Maintenance, Procurement Defense Agencies, and Research and Development.

Duties

Help

As a Supervisory Program Analyst at the GS-0343-14 some of your typical work assignments may include:

  • Serves as a subject matter expert in federal finance, leading the organization's participation in the DoD's Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Formulates, justifies, and executes the financial budgets for multiple appropriations, including Operations and Maintenance (O&M), Procurement, and Research, Development, Testing, and Evaluation (RDT&E).
  • Provides expert advice and technical assistance on budgets, workload, and resource management to senior leadership, including the Principal Deputy Director and Division Leaders.
  • Identifies and analyzes potential funding problems, calculates risks, and develops recommendations for management to resolve budgetary issues, such as reprogramming funds or adjusting execution plans.
  • Monitors the execution of the approved operating budget to ensure funds are properly allocated and spent in a timely manner, and establishes financial procedures to prevent violations.
  • Reviews and analyzes financial reports and data from various divisions to establish the annual budget estimate, ensure compliance with policy, and support long-term program requirements.
  • Performs supervisory duties, including planning and coordinating the work of team members, developing performance plans, providing technical and administrative guidance, and handling personnel actions.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. My creditable specialized experience includes:

  • Performing financial and program analysis for an organization.
  • Participating in the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Preparing and justifying financial budgets for operations, procurement, or research and development.
  • Providing advice on resource management and budgetary matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

*Preference will be given to applicants who possess Financial Management Certification.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • Alexandria, VA: $143,913 - $187,093 (includes 33.94% locality)
  • San Antonio, TX: $127,624 - $165,917 (includes 18.78% locality)
  • Seaside, CA: $157,236 - $197,200 (includes 46.34% locality)
