This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.


As a PROGRAM SUPPORT SPECIALIST at the NH-0301-2 some of your typical work assignments may include:

  • Perform detailed grammar/format review of all Division-level correspondence and packages submitted to the Director and Deputy Directors.
  • Prepare and present clear, concise oral/written communications to senior leaders.
  • Monitor and track assignments and completion of formal and informal tasks initiated from a variety of classified and unclassified sources.
  • Provide well-researched, fact-based recommendations to the executive leadership and the staff on significant issues and problems related to internal staffing/workflow operational efficiency and task accomplishment.
  • Ensure day-to-day administrative workflow operations comply with applicable laws, instructions, and policies.

  • This is a cybersecurity position. Employee must attain and maintain the appropriate DoD approved cybersecurity baseline Certificate(s) for cybersecurity functions required for the DoD position, within six months of filling the position, IAW DoD 8140.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Incumbent may occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • An undergraduate degree in Business Administration, or a related field is highly desirable.

Qualifications

You may qualify at the NH NH-02, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-04 grade level in the Federal service as listed below:

  • Use of administrative tools and programs such as the Task Management Tool (TMT), SharePoint, Defense Travel System (DTS), personnel accountability systems, and/or the DoD Automated Time Attendance and Production System (ATAAPS)
  • Basic understanding of tracking office supply inventory; submitting orders using Government Purchase Card; maintaining a record of invoices
  • Establishment of file plans and records management OR
B. Bachelors degree OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
